COMMON COUNCIL
MEETING MINUTES
MONDAY, MAY 17, 2021 – 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Sue Finkam; Council Members: Kevin D. Rider, Adam Aasen, Anthony Green, Tim
Hannon, Miles Nelson, Laura Campbell, Jeff Worrell and Deputy Clerk Jacob Quinn were present.
Councilor H. Bruce Kimball was not present.
Council President Finkam called the meeting to order at 6:00 p.m.
AGENDA APPROVAL
Agenda was approved unanimously.
INVOCATION
Pastor Tim Ayers, Grace Church, delivered the Invocation.
Council President Finkam led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
There were none.

CONSENT AGENDA
Councilor Rider moved to approve the consent agenda. Councilor Worrell seconded. There was no
Council discussion. Council President Finkam called for the vote. The motion was approved 8-0.

COMMITTEE REPORTS
Councilor Worrell reported that the Finance, Utilities and Rules Committee had not met.
Councilor Rider reported that the Land Use and Special Studies Committee had met and Ordinance D-
2582-21returning with a 3-0 positive recommendation.
OTHER REPORTS – (at the first meeting of the month specified below):
Michael Klitzing, Director/CEO of Carmel Clay Parks and Recreation gave the quarterly report.
Mike Hollibaugh, Director of Community Service, gave an update on the progress with the development
of the comprehensive plan for the City of Carmel.
OLD BUSINESS
Council President Finkam announced the Eighth Reading of Ordinance D-2563-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Authorizing the Issuance of the Local Income Tax
(LIT) General Obligation Bonds for the Purpose of Providing Funds to Pay for Certain Property
Acquisition and Capital Improvement Projects in the City; Sponsor(s): Councilor(s) Kimball, Rider and
Worrell. Item remains in the Finance, Utilities and Rules Committee.
Council President Finkam announced the Eighth Reading of Ordinance D-2565-20; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 4, Section 2-107 of the
Carmel City Code; Sponsor(s): Councilor(s) Finkam, Rider, Campbell and Worrell. Item remains in the
Finance, Utilities and Rules Committee
Council President Finkam announced the Second Reading of Ordinance D-2579-21; An Ordinance of
the Common Council of the City of Carmel, Indiana, Authorizing the Issuance of Economic Development
Tax Increment Revenue Bonds to Support the Signature Project, and Authorizing and Approving Other
Actions in Respect Thereto; Sponsor: Councilor Worrell. Item remains in the Finance, Utilities and Rules
Committee

Council of the City of Carmel, Indiana, Approving Certain Matters in Connection with the Old Meridian

the Common Council of the City of Carmel, Indiana, Authorizing the Issuance of Economic Development

Council President Finkam announced Resolution CC-05-03-21-02: A Resolution of the Common
Council of the City of Carmel, Indiana, Approving Certain Matters in Connection with the Integrated
126th Street Corridor Economic Development Area; Sponsor: Worrell. Item remains in the Finance,
Utilities and Rules Committee
Council President Finkam announced the Second Reading of Ordinance D-2582-21; An Ordinance of
the Common Council of the City of Carmel, Indiana, Approving Two Agreements for Parking and Traffic
Regulation on Private Business Property. Councilor Rider reported that the item is returning from the
Land Use and Special Studies Committee with a 3-0 positive recommendation. Jon Oberlander, Interim
Corporation Counsel, presented on the item. Councilor Rider moved to approve Ordinance D-2582-21.
Councilor Campbell seconded. There was no Council discussion. Council President Finkam called for the
vote. Ordinance D-2582-21 was approved 8-0.
PUBLIC HEARINGS
Council President Finkam announced Resolution CC-05-17-21-01: A Resolution of the Common
Council of the City of Carmel, Appropriating Proceeds of the Transfer of Real Estate Interests to the
Carmel Municipal Facilities Building Corporation. Councilor Rider moved to introduce the item into
business. Councilor Worrell seconded. Councilor Rider introduced the item to Council. Bruce Donaldson,
Barnes and Thornburg, presented on the item. Council President Finkam opened the public hearing at
6:52 p.m.
Seeing no one who wished to address Council, Council President Finkam closed the public hearing at
6:52:08 p.m. Councilor Rider moved to approve Resolution CC-05-17-21-01. Councilor Nelson seconded.
There was no Council discussion. Council President Finkam called for the vote. Resolution CC-05-17-
21-01 was approved 8-0.
Council President Finkam announced the First Reading of Ordinance D-2583-21; An Ordinance of the
Common Council of the City of Carmel, Indiana, Authorizing and Approving an Appropriation of Funds
from the Operating Balance of the Motor Vehicle Highway Fund (Fund #201). Councilor Rider moved to
introduce the item into business. Councilor Green seconded. Councilor Green introduced the item to
Council. Council President Finkam opened the public hearing at 6:53:10 p.m.
Seeing no one who wished to address Council, Council President Finkam closed the public hearing at
6:53:15 p.m. Councilor Rider moved to suspend the rules and act on this tonight. Councilor Aasen
seconded. There was no Council discussion. Council President Finkam called for the vote. The motion
was approved 8-0. Councilor Rider moved to approve Ordinance D-2583-21. Councilor Green seconded.
There was no Council discussion. Council President Finkam called for the vote. Ordinance D-2583-21
was approved 8-0.
Council President Finkam announced the First Reading of Ordinance D-2584-21; An Ordinance of the
Common Council of the City of Carmel, Indiana, Authorizing and Approving an Appropriation of Funds
from the Operating Balance of the Non-Reverting Center Green Ice Rink Fund (Fund #922). Councilor
Rider moved to introduce the item into business. Councilor Worrell seconded. Councilor Worrell
introduced the item to Council. Council President Finkam opened the public hearing at 6:55:15 p.m.
Seeing no one who wished to address Council, Council President Finkam closed the public hearing at
6:55:23 p.m. Councilor Rider moved to suspend the rules and act on this tonight. Councilor Worrell
seconded. There was no Council discussion. Council President Finkam called for the vote. The motion
was approved 8-0. Councilor Rider moved to approve Ordinance D-2584-21. Councilor Worrell

seconded. There was no Council discussion. Council President Finkam called for the vote. Ordinance D-
2584-21 was approved 8-0.
NEW BUSINESS
Council President Finkam announced the First Reading of Ordinance D-2585-21; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending the 2021 Salary Ordinance. Councilor Rider
moved to introduce the item into business. Councilor Worrell seconded. Councilor Aasen introduced the
item to Council. Chief James Barlow, Carmel Police Department, presented on the item. Councilor Rider
moved to suspend the rules and act on this tonight. Councilor Aasen seconded. There was no Council
discussion. Council President Finkam called for the vote. The motion was approved 8-0. Councilor Rider
moved to approve Ordinance D-2585-21. Councilor Nelson seconded. There was no Council discussion.
Council President Finkam called for the vote. Ordinance D-2585-21 was approved 8-0.
Council President Finkam announced Resolution CC-05-17-21-02: A Resolution of the Common
Council of the City of Carmel, Approving a Transfer of Funds Between the Grant Fund (#900) and the
Motor Vehicle Highway Fund (#201). Councilor Green moved to introduce the item into business.
Councilor Rider seconded. Councilor Green presented the item to Council. Councilor Rider moved to
approve Resolution CC-05-17-21-02. Councilor Green seconded. There was no Council discussion.
Council President Finkam called for the vote. Resolution CC-05-17-21-02 was approved 8-0.
Council President Finkam announced Resolution CC-05-17-21-03: A Resolution of the Common
Council of the City of Carmel, Approving a Transfer of Funds Within the 2021 Carmel Law Department
Budget. Councilor Rider moved to introduce the item into business. Councilor Aasen seconded. Councilor
Rider presented the item to Council. Councilor Rider moved to approve Resolution CC-05-17-21-03.
Councilor Aasen seconded. There was no Council discussion. Council President Finkam called for the
vote. Resolution CC-05-17-21-03 was approved 8-0.
ADJOURNMENT
Council President Finkam adjourned the meeting at 7:01 p.m.
