Was this specific art installation competitively bid? No Proposed Public Art Location: Location: Drs. Lauck and McLean Optometry, 30 1st Street, SW, Carmel, 46032, north side (alley side) of building – private property. Modifications Needed to Location (including pedestals and hardscape): Camera will be installed in area to watch for possible vandalism of mural. Statement supporting chosen art, artist and location: Two Carmel High School graduates, Lily McAndrews and Izza Khurrman, recommended to Mayor Brainard that a mural by Indiana black artist Israel Solomon be installed in the Arts & Design District to promote a message of inclusion and racial diversity in the community. The city had already been considering adding works by black artists to the inventory of public art. Brad Subrin agreed to the placement of a mural on the back side of a privately-owned building in the Arts & Design District. The building is located at 30 1st Street, SW, and is owned by Drs. Lauck and McLean Optometry of which Dr. Subrin is part owner. Brad requested that a cardinal, Indiana’s state bird, and a likeness of a family friend who died in 2019 be included. The following people are featured in the mural: Spenser Wilson – Family friend (deceased) of Brad Subrin Mike Epps – Comedian/Actor Janet Jackson – Pop star/Singer/Actress Tamika Catchings – Retired Indiana Fever Player/ General Manager of the WNBA Kenneth “Babyface” Edmonds – Singer/Music Producer/Writer Madam C.J. Walker – Entrepreneur/Businesswoman Mr. Solomon’s vision: “To shed light on these amazing black leaders and to present them using vibrant color to reflect the great energy that they brought to the State of Indiana and our America. I believe that this can create a strong message of recognition, and inclusion without being overtly political or ‘heavy’. The mural would be visually appealing to the eye and draw people in to view it.” Please submit photo or sketch of proposed art, artist bio, and location photo along with any plans for area around location if changing. Approved by majority based on submitter’s representations there were no intellectual property or privacy concerns. Submitter also confirmed that City’s other relevant departments were consulted relative to signage ordinance. One committee member was supportive of the piece itself but undecided based on her desire for a more prominent location for the piece and the lack of clarity of whether CPAAC should even be advising the City as the City was equivocal as to whether the piece was privately or publicly funded.
