DEPARTMENT REPORT
MONDAY, JULY 26, 2021
(V) Asherwood Temporary Sign Location Variance.
The applicant seeks the following development standards variance approval:
3. Docket No. PZ-2021-00119 V UDO Section 5.39.N Minimum 5-ft setback from street
right of way required, Encroachment into ROW requested. The site is located at 9696 Ditch Rd. and is
zoned S1/Residence. Filed by Casey Shinaver of Old Town Companies on behalf of Asherwood Carmel
LLC.
General Info & Analysis:
The Petitioner seeks approval for temporary sign to be located less than 5-ft away from the street right of way,
at the entrance gate the new Asherwood residential subdivision. Please see the Petitioner’s info packet for
more detail on the variance request.
Ditch Road is a two-lane road with no sidewalks.
Per the UDO and the sign ordinance, any temporary ground sign must be placed at least 5-ft away from any
street right of way. The sign will be located right on the street right of way, or slightly within it. There will be
14 feet of distance (grassy area) from the edge of the street pavement to the sign. For reference, f rom the start of
the driveway to the stone column on the south side of the driveway is 19 feet of distance.
The Sales Office sign will be 48 inches (4-ft) tall and 60 inches (5-ft) wide. It will not exceed 6-ft tall. There is
an additional 2 feet of open area between the bottom of the sign and the ground.
Regarding the length of time this temporary sign will exist, the sign is proposed be installed upon City approval
and remain until the main entrance and sales office are completed, for no more than 16-18 months of time.
Since the ground sign will be temporary in nature, the Carmel Engineering Dept. will not require Consent to
Encroach Approval for the sign to be in the street right of way.
The Petitioner addressed all planning/zoning review comments; the Planning Dept. supports the signage
variance request.

Recommendation:
The Dept. of Community Services (DOCS) recommends positive consideration of PZ-2021-00119 V with the
condition a time limit of 24 months.
