A RESOLUTION ESTABLISHING AN EMPLOYEE BENEFITS RECIPROCITY
AGREEMENT BETWEEN THE CITY OF CARMEL AND THE
CARMEL CLAY PARKS DEPARTMENT

WHEREAS, the Carmel Clay Parks Department-maintains a benefits package
similar, and in most ways identical, to that provided to City of Carmel employees; and
WHEREAS, such benefits for both entities are partially or fully funded by the
City of Carmel; and
WHEREAS, occasionally, an employee of the Parks Dcpathnent is hired by a
City department, or an employee of a City department is hired by the Parks l)e&art~Uc'nt~
NOW, THEREFORE, BE IT RESOLVED by the Carmel Board of Public Works
and Safety:
When an employee moves from the Parks Department to a City department, or
from a City department to the Parks Department, such move shall be treated as an internal
transfer for benefits purposes. The employee' s longevity and accrued time off, including
sick leave, vacation leave, and compensatory time off will transfer to the new department.
This Agreement will not bind the hiring department to provide any benefit that it
does not routinely provide at the time of the transfer; any discrepancies will be discussed
and resolved by mutual agreement between the department heads and the Director of
Human Resources.
No money will be transferred to fund these benefits. The department hiring the
employee agrees to fund the transferred benefits out of its current budget.
This Agreement is effective September 1, 1999, and will remain in effect as long
as it is acceptable to both the City of Carmel and the Carmel Clay Parks Dep/utmcnt:
Either party may terminate this Agreement at any time by sending notice of same to the
other party. The effective date of such termination shall be the date such notice is
received, unless a later date is set forth in the notice. Termination of this Agreement by
one party will void the Agreement for both parties.
