A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA
DECLARING THE NEED FOR SCHOOL AUTHORITIES TO TAKE STEPS TO
ENCOURAGE PROPER STUDENT PARKING AT CARMEL HIGH SCHOOL
WHEREAS, the students of Carmel High School CCHS") enjoy the privilege of having a
modern paved, lit and patrolled parking lot available for their use and located at the CHS Stadium
only blocks from their school, as well as the privilege of having school bus service available to
transport them from their neighborhoods to their school; and
WHEREAS, despite the existence of these taxpayer funded benefits, some CHS students find
it more expedient to park for the entire school day on neighborhood streets or in non-designated
parking lots, thereby denying neighborhood residents the ability to park in front of their own house
and employees and patrons of nearby businesses the ability to park near the establishments where
they work or shop; and
WHEREAS, nearby parking is essential to the continued ability of Old Town businesses to
attract and maintain the customers they need to succeed; and
WHEREAS, the City's continued efforts to address this problem by creating additional "no-
parking" areas has simply caused these students to move to neighborhoods or business areas outside
of these "no parking" areas and thereby recreate these same parking problems for the businesses and
neighborhoods in these new areas; and
WHEREAS, the current parking situation around CHS endangers the safety and welfare of
the City' s residents and guests, and prevents their full enjoyment and proper pursuit of business, civic
and other lawful activities; and
WHEREAS, the only long-term solution to this parking problem appears to be to more
effectively encourage CHS students to park during school hours on CHS property or in the CHS
student parking lot only.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE
CITY OF CARMEL, INDIANA, AS FOLLOWS:
1. The foregoing recitals are fully incorporated herein and made a part hereof.
2. The Common Council respectfully requests that the Carmel/Clay Board of
Education ("School Board") and the CHS administration take responsibility for this continuing
parking problem caused by members of its student body and take prompt, strong and decisive action
to ensure that all CHS students who drive to school park on CHS property or in the CHS student
parking lot only.
3. The Common Council declares its willingness and availability to, upon request,
assist the School Board and the CHS administration in finding a prompt, effective and enforceable
solution to this current parking problem that plagues the citizens of our community.

4. This Resolution shall take effect upon its passage by the Common Council and
signing by the Mayor as required by law.
