CC-10-04-99-03 AN EMERGENCY RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, PROVIDING FOR A MORATORIUM ON THE ISSUANCE OF CERTAIN PERMITS WITHIN THE RANGELINE ROAD CORRIDOR WHEREAS, proposals for the creation of an overlay zone area or district are under consideration for that area of the City commonly known as the Rangeline Road Corridor; and WHEREAS, the Common Council of the City of Carmel finds that it is reasonably likely that such a proposal will be recommended and adopted by the Common Council within the next six (6) months; and WHEREAS, the Common Council of the City of Carreel finds that it is reasonable and necessary to protect the public health, safety, comfort, morals, convenience and general welfare of the citizens of the City of Carreel to providing for a moratorium on the issuance of certain permits in the areas abutting or generally encompassing that portion of Rangeline Road that is near or within the Rangeline Road Corridor. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Carmel, Indiana, that pursuant to IC 36-7-2-2, the Department of Community Services is directed to cease issuing improvement location permits for new construction within the area abutting or generally encompassing Rangeline Road between 116th Street and 136th Street in the City of Carmel, Indiana, ("Rangeline Road Corridor") until a .proposal such as that described above can be duly considered and adopted or rejected by' this Council.
