A RESOLUTION OF THE COMMON COUNCIL OF
THE CITY OF CARMEL, INDIANA
Regarding Traffic Congestion Along the Michigan Road Corridor
WHEREAS, for the health, safety and welfare of residents of the City of Carmel (the "City") and Clay
Township (the "Township"), the City supports efforts to increase the efficient flow of traffic along all major
traffic corridors which run through the City and Township; and
WHEREAS, the Michigan Road Corridor runs though the Southwestern portion of Clay Township,
and has experienced and is expected to continue to experience substantial and rapid growth and
development of new commercial businesses and residential subdivisions; and
WHEREAS, the Michigan Road Corridor is a major traffic artery into and out of the Indianapolis
Metropolitan Area and the rapid growth and development along Michigan Road and near the Michigan
Road /1-465 interchange has caused a heavy and severe regional traffic congestion problem resulting in an
unsafe condition for vehicular and pedestrian traffic in the area; and
WHEREAS, additional entrance and exit lanes to and from 1465 along Michigan Road could
substantially decrease the severity of this unsafe condition by alleviating some if not a substantial portion of
the traffic congestion.
NOW THEREFORE, BE IT RESOLVED by the Common Council of The City of Carmel, Indiana, as
follows:
The Common Council of the City of Carmel strongly supports any proposal which would help
alleviate a traffic congestion problem along the Michigan Road Corridor, and requests the
Indiana Department of Transportation to reevaluate its current Michigan Road Interchange Plan
and urges the Department of Transportation to adopt a new plan calling for additional entrance
and exit lanes to and from 1-465 along Michigan Road.
2. This Resolution shall be in full force and effect from and after its adoption and approval by the
Mayor.
PASSED by the Common Council of the City of Carmel, Indiana, this 19th day of October, 1998, by

Dear Ms. Cordray:
Thank you for your letter in which you transmitted a resolution prepared by the Carmel
City Council. I appreciate your taking the time to write.
As you are probably aware, additional lanes on U.S. Route 421 (U.S. 421)/Michigan
Road through the Interstate Route 465 (1-465) interchange were amended into the larger added
travel lanes project on U.S. 421 last year. This was done as a result of input from the public
at the project's public hearing.
In recognition of congestion at the 1-465 interchange, a separate project will be added to
the Indiana Department of Transportation's (INDOT) program to improve the interchange
ramp operation. This project will require construction to take place on 1-465 itself. INDOT
believes that this work is best advanced as a project separate from adding travel lanes to
U.S. 421. In addition to keeping project costs contained, this strategy also prevents further
delays to the U.S. 421 project.
INDOT recognizes that 1-465 and its access points have growing levels of congestion and
are committed to working with the Indianapolis Metropolitan Planning Office to address those
issues.
