HomeMy WebLinkAboutCC-07-21-97-04 Amend Comp PlanResolution No. CC-07-21-97-04 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA ADOPTING AN AMENDMENT TO THE COMPREHENSIVE PLAN WHEREAS, the Carmel-Clay Plan Commission has prepared a report and recommendation on the proposed 96m Street and Westfield Boulevard Special Study Area (the "Report"); and WHEREAS, the Report has been certified to the Common Council, which Report and certification are attached hereto as Exhibit A. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Carmel, Indiana that the amendment to the Comprehensive Plan as recommended by the Cannel-Clay Plan Commission and attached hereto as Exhibit A is hereby adopted. Cordray, 'Cle App o ?by me, Mayor of the City of Carmel, Indiana, this ~r~ ,1997. ~~esBrainard,qM~ayor day of Diana L~drl~lerk-Treasur~-f Date: - 7 EXHIBIT 96th Street and Westfield Boulevard Based on the analysis in this study, although certain movements experience significant delay the intersection of 96~" Street and Westfield Boulevard will continue to operate at accepted levels of service if the vacant land in the study area is developed as a maximum of 3 dwelling units per acre residential as proposed by the Cannel/Clay Township Comprehensive Plan. Traffic engineering modifications, as discussed in Recommendation 4 on the next page, would help to improve the safety on the facility for existing conditions as well as future conditions. The overriding conclusions from the public input to this study is that residents near the study area desire to maintain the residential character of the area as reflected in current land-use plans and would prefer to make roadway improvements only to the extent necessary to address local needs. The "recommendations" in this report are not to be construed as final decisions. They are simply recommendations to the effected governing bodies to be acted upon at their discretion. Study recommendations have been presented (in italics) at appropriate points throughout this report. The following is a summary of recommendations in this study: 1. Transportation Altematives 2 ("S"-Curve), 3 (Modified "S"-Curve), and 4 (96th Street Bddge) should be removed as improvement options. e Plans for extending the Monon Trail and/or other planned uses of the Monon Corridor bddge under Interstate 465 should proceed with no provision for joint use with 96th Street. Traffic conditions on 96t" Street should be closely monitored following the opening of the 96th Street bddge over the White River as it pertains to the conclusions of this study. The bddge is cun'ently scheduled for opening in 1998. The vacant land in the study area should be developed as a maximum of 3 dwelling units per acre as defined as the upper-end of the low intensity land use category provided by the Cannel/Clay Township Comprehensive Plan. The traffic engineering improvements to the 96~' Street and Westfield :Boulevard intersection, as detailed in Alternative 1, should be implemented. The option of constructing a bddge to connect 96th Street across Interstate 465 (as a skewed overpass) should be retained in the event of future demand. e The option to connect 96'" Street to 101'~ Street (Alternative 6) should be subjected to further study to analyze the corridor at a regional level before given further consideration as a viable alternative. 2o CERTIFICATION OF PLAN COMMISSION'S RECOMMENDATION ON AMENDMENT TO THE COMPREHENSIVE PLAN AMENDMENT FOR THE CITY OF CARMEL AND CLAY TOWNSHIP PURSUANT TO INDIANA CODE 36-7-4-605 To: The Honorable Common Council of the City of Carreel Hamilton County, Indiana Dear Members: The Carmel/Clay Plan Commission offers you the following report on the proposed 961h Street and Westfield Boulevard Special Study Area report, Amendment to the Comprehensive Plan Amendment, in regard to the 961h Street and Westfield Boulevard Special Study Area, filed by the Plan Commission. Specifically, Page 20 of the 961h Street and Westfield Boulevard Study Area report dated July 1997 lists seven recommendations for the 961h Street and Westfield Boulevard area; said list of recommendations is hereby incorporated herein by reference and attached hereto as Exhibit A. The recommendations in said report are not to be construed as final decisions, but rather recommendations to the effected governing bodies to be acted upon at their discretion. At its regularly scheduled meeting held June 17, 1997, the Cannel/Clay Plan Commission APPROVED the report on the 961h Street and Westfield Boulevard Special Study Area, dated July, 1997 as prepared by HNTB (copy attached as Exhibit B) and presemed to the Plan Commission as Docket No. 40-97 CP, by a vote of 13 in favor, Alan Klineman no vote.
