HomeMy WebLinkAboutCC-04-07-97-04 2020 Comp PlnResolution No. CC-04-07-97-04 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA DIRECTING THE CARMEL-CLAY PLAN COMMISSION TO ENGAGE A CONSULTANT AND PREPARE A RECOMMENDATION WHEREAS, the Common Council of the City of Cannel, Indiana (the "Council") finds that coordination of Ordinance No. D-1282-97 (the "S 1 Zoning Ordinance"), the 2020 Vision Comprehensive Plan (the "Plan") and Ordinance Z-296 (the "Residential Open Space Ordinance") is essential to proper land use planning, particularly as it regards the area commonly known as Clay West; and WHEREAS, the Council desires to reach a consensus, as rapidly as possible, among all parties involved regarding appropriate land conservation and growth rates; and WHEREAS, residents of Clay West, members of the development community and members of the Carreel-Clay Plan Commission have expressed respect and admiration for the nationally acclaimed work in urban/suburban land planning of Mr. Randall G. Arendt, Vice President of National Land Trust, Media, Pennsylvania CArendt"); and WHEREAS, Arendt has indicated the availability of his firm to undertake the revision of the Residential Open Space Ordinance, along with the accompanying Developmental Standards, for Clay West (the "Revision"); and WHEREAS, Arendt has further indicated that the Revision can be completed within thirty days from the date of his engagement; and WHEREAS, the Council desires to have the Revision prepared and expedited for consideration by both the Plan Commission and the Council as prescribed by law. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Cannel, Indiana as follows: 1. that the Carmel-Clay Plan Commission, through the City of Carmel Department of Community Services, shall engage Randall Arendt to produce a revised Residential Open Space Ordinance for that area of Clay Township west of Spring Mill Road, along with its accompanying Developmental Standards, for a sum not to exceed $6,000; and 2. that the agreement with Mr. Arendt shall prescribe a target completion date of July 1, 1997; and 3. that, in the event there are insufficient funds available in the 1997 Plan Commission budget to comply with the provisions herein, the Plan Commission shall immediately notify Mr. Kevin Kirby, President of this Council, so that an additional appropriation may be prepared for consideration at the next regularly scheduled meeting of the Council; and 4. that the Plan Commission shall review and consider the Residential Open Space Ordinance and Developmental Standards prepared by Arendt, and shall thereafter present same to Council along with its recommendations on or before July 21, 1997.
