Exhibit A – Project Narrative
As part of the Clay Terrace redevelopment, we have been moving tenants out of the Party City building
located at 14390 Clay Terrace Blvd. Because Party City is not able to be relocated until Q3 2022, we will
be barricading the empty tenant spaces and decorating the barricades with murals to keep the spaces
activated and engaging. These barricades and murals are temporary and will only be in place until the
building is demolished after the Party City relocation.
The barricades will be built 14’ high with metal studs and will have 3/4 “ BC sanded pine plywood on the
exterior of the studs. The plywood barricades will be attached directly between columns and will have
kickers back to the store front to ensure rigidity. The plywood will be painted with Zinsser Bulls Eye 1-2-3
primer, an exterior weather proofing and stain blocking primer. Please see attached Exhibit B for
barricade and mural dimensions.
The Clay Terrace mall team has been working with a local artist collaborative and non-profit group,
GANGGANG, to identify local artists for the creation of the murals. There will be a total of 13 murals
each designed and painted by a different local artist. Please see attached Exhibit C for the draft mural
concepts. The murals will be designed and hand painted by various artist local to the Indianapolis area
using a combination of acrylic paint, spray paint, and/or outdoor satin paint, dependent on the artist
preference. When completed, all murals will be finished with a sealing primer that will protect against
weather, dirt, and graffiti. The sealer will allow for the murals to be cleaned without causing damage to
the artwork. When necessary, murals will be cleaned using appropriate methods to remove dirt and/or
graffiti.
