NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, AS FOLLOWS: SECTION 1. The Franchise Authority hereby rejects the request to consent to the transfer. SECTION 2. The Franchise Authority determines that it would be unreasonable to consent to the transfer of the Franchise under circumstances that Franchisee has not fully performed and Comcast has not agreed to make adequate assurance of future performances.
