COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEETING CALLED TO ORDER Council President Sue Finkam; Council Members: Kevin D. Rider, Adam Aasen, Anthony Green, Tim Hannon, Miles Nelson, Laura Campbell, Jeff Worrell and Deputy Clerk Jacob Quinn were present. Councilor H. Bruce Kimball was not present. Council President Finkam called the meeting to order at 6:00 p.m. AGENDA APPROVAL Agenda was approved unanimously. INVOCATION Pastor Matt Siewert, Northview Church, delivered the Invocation. Council President Finkam led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS Mayor James Brainard led the Swearing-in of new Carmel Police officers - Officer Andrew Longyear - Officer Patrick Murphy - Officer Pablo Navarrete - Officer Zach Sherron - Officer Ana Vazquez RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL There were none. COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS Mayor Brainard presented a proclamation recognizing June 25, 2021 as Brookshire Golf Course’s 50th Anniversary. CONSENT AGENDA Councilor Rider moved to approve the consent agenda. Councilor Aasen seconded. There was no Council discussion. Councilor Rider called for the vote. The motion was approved 8-0. b. Wire Transfers $2,272,491.80 ACTION ON MAYORAL VETOES There were none. COMMITTEE REPORTS Councilor Worrell reported that the Finance, Utilities and Rules Committee had not met. Councilor Rider reported that the Land Use and Special Studies Committee had met and would present on the item when it appeared on the agenda. OTHER REPORTS – (at the first meeting of the month specified below): Arnie Hanish, Carmel Audit Committee, presented the bi-annual report. Chaka Coleman, Mayor's Advisory Commission on Human Relations, presented a report to Council. Councilor Hannon provided an update to Council on the Police Station Project. OLD BUSINESS Council President Finkam announced the Tenth Reading of Ordinance D-2565-20; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 4, Section 2-107 of the Carmel City Code. Councilor Rider moved to remove the item from the Finance, Utilities and Rules Committee. Councilor Aasen seconded. There was no Council discussion. Council President Finkam called for the vote. Council President Finkam announced the Second Reading of Ordinance Z-667-21; An Ordinance of the Common Council of the City of Carmel, Indiana, Establishing the Bedford Falls Planned Unit Development District. Councilor Rider announced that the item was returning from the Land Use and Special Studies Committee with a 3-0 positive recommendation. Councilor Rider moved to approve Ordinance Z-667-21. Councilor Campbell seconded. There was brief Council discussion. Council President Finkam called for the vote. Ordinance Z-667-21 was approved 8-0. PUBLIC HEARINGS Council President Finkam announced the Tenth Reading of Ordinance D-2563-20; An Ordinance of the Common Council of the City of Carmel, Indiana, Authorizing the Issuance of the Local Income Tax (LIT) General Obligation Bonds for the Purpose of Providing Funds to Pay for a Police Station Parking Garage Project in the City. This ordinance authorizes bonds in an amount not to exceed $11,500,000 to finance the design and construction of a police station parking garage project in the City. The bonds will be payable from a pledge of the City’s local income tax (LIT) distributions with a back-up pledge of a DocuSign Envelope ID: 7D46D07F-3325-4B90-AF9D-F6D2F39D65D3 3 general obligation property tax as a credit enhancement. Council President Finkam opened the public hearing at 6:37 p.m. Dr. Deborah Boyer expressed concern with the parking situation as it related to the project and parking during construction. John Foley, who owns the building next door, asked how their easement is being addressed in the process. Henry Mestetsky, Redevelopment Director, explained that it’s a non-exclusive easement so if those spots are replaced, the city is allowed to build a garage on that space. The 296 spaces will allow for ultimate peak parking. Seeing no one else who wished to address Council, Council President Finkam closed the public hearing at 6:53:15 p.m. Councilor Rider moved to approve Ordinance D-2563-20. Councilor Worrell seconded. There was no Council discussion. Council President Finkam called for the vote. Ordinance D-2563-20 was approved 5-3 (Campbell, Green and Hannon opposed). Council President Finkam announced the First Reading of Ordinance D-2586-21; An Ordinance of the Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional Appropriation of Funds from the Operating Balance of the General Fund to the 2021 Carmel Clerk’s Budget. Councilor Rider moved to introduce the item into business. Councilor Green seconded. Sue Wolfgang, Carmel City Clerk, presented the item to Council. Council President Finkam opened the public hearing at 6:55:10 p.m. Seeing no one who wished to address Council, Council President Finkam closed the public hearing at 6:53:20 p.m. Council President Finkam referred the item to the Finance, Utilities and Rules Committee. NEW BUSINESS Council President Finkam announced the First Reading of Ordinance D-2587-21; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending the 2021 Salary Ordinance. Councilor Rider moved to introduce the item into business. Councilor Green seconded. Council President Finkam referred the item to the Finance, Utilities and Rules Committee Council President Finkam announced Resolution CC-06-21-21-01; A Resolution of the Common Council of the City of Carmel, Indiana, Establishing the Policy by Which Members of the Common Council May Participate by Electronic Means of Communication. Councilor Rider moved to introduce the item into business. Councilor Campbell seconded. Jon Oberlander, Interim Corporation Counsel, presented the item to Council. Council President Finkam referred the item to the Finance, Utilities and Rules Committee AGENDA ADD-ON ITEMS There were none. OTHER BUSINESS City Council Appointment Carmel Clay Public Library Board (Term Expires 6/30/25, four-year term); One appointment. Xiao Ou Yuan was appointed to the Board by unanimous consent.
