The professional services will include survey, environmental survey, roadway design, landscape design, lighting design, utility coordination, bidding services, right-of-way engineering, and land acquisition for the planned roadway reconstruction project along 3rd Avenue from City Center Drive to Elm Street. Upon receiving notice to proceed from the City of Carmel, American Structurepoint will commence with the survey, environmental services, roadway design, landscape design, lighting design, utility coordination, and bidding services for a total lump-sum fee of$343,000. Right-of- way engineering and Land Acquisitions services will be invoiced on a unit cost basis according to the attached Exhibit B for a maximum amount of$161,815. Scope of work to include traditional ground survey and limits are generally described as follows: i. 3rd Avenue: Beginning approximately 200 feet North of City Center Drive heading north approximately 2,100 feet to approximately 100 feet north of 2nd Street SW. See Survey Limits Exhibit on Page 9. b. When directed, the Professional shall survey the project location. The Professional shall obtain deeds of record, subdivision plats, survey plats, section corner location information, highway plans, and section or auditor plats for all properties within the project limits. The Professional's work shall be in accordance with I.C. 25-21.5; 865 I.A.C. 1-12; and the INDOT Design Manual (IDM) which is available online on the INDOT website, and which is incorporated by reference. If there is any conflict between I.C. 25-21.5, 865 I.A.C. 1-12, or the INDOT Design Manual,the order of precedence shall be: 1. I.C. 25-21.5 2. 865 I.A.C. 1-12 3. INDOT Design Manual II. Environmental Services Wetland Delineation: The proposed project includes conducting a delineation of anticipated aquatic resources and preparation of a Wetland Delineation and Waters Report performed in accordance with the USACE Wetland Delineation Manual (1987)and guidance provided by the USACE since 1991,including the appropriate Regional Supplement to the Corps of Engineers Wetland Delineation Manual. The proposed Scope of Services for the Wetland Delineation and Waters Report includes the following: 1. Records Review a. Review USGS Topographic mapping to evaluate shape and elevation of the land, drainage patterns, and vegetation, associated with the study area and surrounding area. b. Review the National Wetland Inventory mapping maintained by the US Fish and Wildlife • Service to evaluate any potential baseline wetland mapping already established for the study area. c. Review high-resolution ortho-photography from the Indiana Geographic Information Council to evaluate land use of the study area and surrounding area,and other features such as waterways, drainage patterns, flooding, or dark coloration of surface soils indicating hydric soils. d. Review the Hamilton County Soil Survey to determine soil classification and drainage features within the study area. e. Prepare a written summary of the records review, including narrative description of physical setting of the study area. 2. Field Reconnaissance of the Study Area a. Collect the appropriate number of data points to sufficiently document the presence and/or absence of wetlands and their boundaries based on an assessment of plants, soils, and hydrology observed on the site. c. Identifying any drainage channels, and assess their habitat using the methodology described in Methods for Assessing Habitat in Flowing Waters: Using the Qualitative Habitat Evaluation Index(QHEI) Manual(Rankin 1995 and 1989; and Platts et al., 1983). d. Photo-document the study area, including all data points, aquatic resources, and drainage features. e. Prepare a summary of the field reconnaissance, including narrative and tabular summaries of site conditions observed and exhibits depicting site conditions, including aquatic resource acreage and/or linear feet. 3. Prepare Evaluation and Report a. Prepare a written report summarizing the results of the records review and field reconnaissance consistent with the 1987 US Army Corps of Engineers Wetland Delineation Manual. The report will be acceptable to both the US Army Corps of Engineers and the Indiana Department of Environmental Management. b. Include the Environmental Professional's opinion of the jurisdictional analysis of the aquatic resources identified in the study area III. Roadway Design a. Professional shall prepare preliminary and final plans, special provisions for the specifications, and opinions of probable cost for the construction of the streets. The plans shall be in accordance with the accepted standards for such work and in accordance with the following documents in effect at the time the plans or reports are submitted except as modified by supplemental specifications and special provisions,if any:the City of Carmel Standard Drawings;the American Association of State Highway and Transportation Officials "A Policy on Geometric Design of Highways and Streets, Part V"; and the Indiana Department of Transportation's Standard Specifications. The opinions of probable cost for construction shall be prepared according to the current practices of the City, and shall include all types of work required for the complete construction of the work, including all temporary work necessary in connection therewith, but shall not include the cost of such items of work for which the City, through its own forces or through other party or parties,will perform the actual construction or engineering. The unit prices to be used shall be in accordance with the methods used by the City. b. Professional shall provide roadway design services for the following locations: i. 3rd Avenue from approximately 200' north of City Center Drive to approximately 400' north of Elm Street ii. Including no more than 200' along Elm Street and no more than 500' along Industrial Drive iii. Including intersection treatments(Single Lane Roundabouts or standard intersections)at both 3rd Avenue / Elm Street and 3rd Avenue / Development Entrance. Development Entrance is anticipated to be located approximately 350' south of Industrial Drive on the east side of 3rd Avenue. iv. Roadway Typical Section is anticipated to include full roadway reconstruction with two travel lanes, on-street parallel parking on both sides of the roadway, and standard 6' or 8' sidewalks on both sides of the roadway separated by a grass buffer strip 7/16/21 EXHIBIT 2021 00543 A 3 OF 14 DocuSign Envelope ID:AA00AF8E-1CC8-497A-9DE9-DB327337CC5D C. Professional shall coordinate with the City and surrounding Developments of Pure Development and Pedcor. Coordination shall include up to two(2) design meetings. d. Professional shall schedule and host an on-site preliminary field check meeting and prepare and distribute field check meeting minutes at the appropriate time (40% complete plans) during the design phase. e. Professional shall prepare and submit a Rule 5 Erosion Control Plan to procure appropriate Notice of Intent for Construction. f. The Professional shall design storm sewers to collect and convey storm water maintaining the existing drainage patterns for the watersheds within the project. g. The contract plans shall include a Title Sheet, Index Sheet,Typical Section Sheets,Miscellaneous Details Sheets, Plat No. 1 Sheet, Maintenance-of-Traffic Sheets, Plan and Profile Sheets, Construction Details Sheets, Spot Elevation Sheets, Pavement Marking and Signing Plans, Lighting Sheets, Landscaping Sheets, Erosion Control Sheets, Structure Data Table, Underdrain Table, Approach Table, and cross-sections. h. The contract documents shall contain sufficient information to enable the contractor to perform the required work. i. Upon completion and final approval of the deliverables by the City,the Professional shall deliver to the City the following submittals/deliverables required for the design activities(all plans black and white unless otherwise noted). i. Preliminary Plans:Two(2)full-size(22"x34")plan sets,two(2)half-size(11"x17")plan sets, and one (1) preliminary opinion of probable construction cost provided to the Owner. ii. Five(5)full-size(22"x34")plan sets or digital plans provided to utility companies Final Plans—four(4)full-size(22"x34")plan sets,one(1)quantity and design calculation binder, one (1) specifications document, and one (1) final opinion of probable construction cost j. Professional will be available during construction to review and reply to RFI's, and/or product submittals. IV. Utility Coordination a. The Professional shall identify and notify all affected utilities and coordinate plans for utility relocation. The Professional shall assist the City with the preparation of all required utility relocation agreements. The Professional shall maintain a record of all utility contracts to be submitted to the City. V. Lighting Design a. The Professional shall provide engineering and prepare roundabout lighting plans, photometric analysis, preliminary opinions of probable cost, and specifications for providing roundabout lighting for the proposed roundabouts at the intersection of 3rd Avenue&4th Street, 3rd Avenue& Proposed Development Drive in Carmel, Indiana. Lighting submittals will include Preliminary Plans, Stage 3, and Final (100%) design drawings. c. The design will be based on City of Carmel Standard using 30' light poles with 8' mast arm length and approved luminaires. d. Coordination Meetings(up to two(2)) with Owner. e. The Professional will review all roadway lighting shop drawings. VI. Landscaping Design Corridor Landscaping 1. Corridor Landscaping Plan(Preliminary Plans): a. Provide conceptual landscape design for all landscape beds within the project limits, including street trees and landscape within bump-out islands adjacent to on-street parking. b. Design will include 3rd Avenue R.O.W. between City Center and 2 Street SW. c. All trees, shrubs, and perennial plantings are to be identified to meet required City sizes based on caliper inches and height at planting. d. Drawings will be provided to City for review and comment, and all revisions will be addressed per comments. 2. Corridor Landscaping Plan(Final Plans): a. Provide final landscape design drawings based on Preliminary Plan drawings and City comments. 3. Landscaping Details: a. Details will be provided for all planting applications and specialty treatments. b. Where necessary, all standard City details will be provided for tree and shrub installation. c. Drawings will indicate plant spacing requirements including relationships toadjacent road and sidewalk treatments. 4. Specifications a. Technical Specifications will be provided for all pertinent elements to be included with the designed landscape. b. A final opinion of probable construction cost will be provided and used within bid documents based on all landscape improvements. 5. Irrigation Drawings a. Plans, specifications, and details will be submitted to provide irrigation within the proposed project limits along 3rd Avenue and at the two roundabouts. 6. Construction Administration: a. All shop drawings and product submittals are to be reviewed by the landscape architect. b. Roundabout Landscape and Hardscape(Preliminary Plans and Final Plans) 1. Design Drawings: a. Provide a minimum of two(2)conceptual hardscape treatments and decorative design elements within two(2)roundabouts, and provide rendered concepts. b. Provide final landscape and hardscape design construction drawings for elements within two(2)roundabouts based on preliminary plan drawings and City comments. 1 c. All trees, shrubs, and perennial plantings are to be identified to meet required City 1 sizes based on caliper inches and height at planting. d. All specialty treatments are to be noted and defined via keynotes and details. 2. Landscape Details: a. Where necessary, all standard City details will be provided for tree and shrub 1 installation. f b. Landscape, hardscape, and structure details will be provided for the construction of all decorative components within the centers of two (2) roundabouts. This does not 11 include structural components/foundation design for potential sculptures within the roundabouts. f 3. Specifications a. Preliminary Concepts a. Provide a minimum of two(2) preliminary site plans for review by the Owner. b. Drawings will be hand-sketched to discuss use, layout, vehicular connections, and multiple design opportunities. c. Proposed adjacent development will be shown in context with the proposed graphics, and concepts will be created to tie-in to adjacent design elements and themes. d. Drawings will address transitional recommendations between the new development and existing residential and commercial developments adjacent to the site. e. Concepts will be created to accent the urban nature of the adjacent development. f. One (1) in-person meeting is anticipated to discuss programming, site requirements, and concerns, and charrette ideas for revisions to preliminary design concepts. 3. Final Master Plan a. A final master plan rendering will be provided after receiving input on preliminary concepts. b. Building footprints, generic hardscape treatments, and generalized landscape recommendations will be provided to create a series of urban nodes within the adjacent development c. Keynotes will be provided to note pertinent information of recommended amenities, materials, finishes, and fixtures within the proposed site. d. Drawings will include recommendations of infrastructure improvements, including road connections, pertaining to the future alignment of 3rd Ave SW. e. One (I) mounted drawing of final plan may be provided on request. (foam-core; 36"x48") f. One (1) final meeting will be conducted to share finished renderings and present all graphics provided for the site. g. All information provided on adjacent development will be provided by Owner or via public access information. h. Any additional communication and design presentations not specifically listed above will be provided in a digital format. Any additional meetings will be billed separately on a time& materials basis,at the discretion of the Owner. VII. Right-of-Way Engineering and Land Acquisition a. Professional shall provide right-of-way engineering services,to City of Carmel, for the additional right of way needed for the project improvements for the affected parcels according to Exhibit B. Professional shall assist the Owner in advertising for and obtaining bids or proposals for the Work and, where applicable, maintain a record of prospective bidders to whom Bidding Documents have been issued,attend pre-Bid conferences, if any, and receive and process contractor deposits or charges for the Bidding Documents. b. Professional shall issue Addenda as appropriate to clarify, correct, or change the Bidding Documents. c. Professional shall provide information or assistance needed by City in the course of any negotiations with prospective contractors. d. Professional shall consult with City as to the acceptability of subcontractors, suppliers, and other individuals and entities proposed by prospective contractors for those portions of the Work as to which such acceptability is required by the Bidding Documents. e.
