Spring Mill Properties, 55 acres on S.E. corner of 131st and Spring
Mill Rd., from S-2 to R-3. Sent to Land Use Committee and Tech-
nical Advisory Committee for review and report.

moved.

report.

division Ordinance Sec. 6.3.6, 7.1.3 and 7.1.4. Sent to Subdivision
Committee and Technical Advisory Committee for review and report.

Mr. Floyd and Mr. Hughey were present.
Both items 4h and 5h were considered together.
Mrs. Lang gave the Subdivision Committee report (which is a part of the
official minutes a -Ad attached to the master copy). The committee recommelid-
ed approval subject to the stipulations stated in the committee report and
Mrs. Long so moved.
Seconded by Mr. Ellis.
The covenants were submitted and cover everything except the parking
situation.
Mrs. Badger questioned the solution of the drainage problem.
Mr. Floyd said that it has been solved and he explained further.
Mr. Kiphart stated that his office is satisfied with the drainage
solution.
Mr. Stan Neil, of Weihe Engineering, explained the detention area.and
showed the drainage plan.
Dr. Freeman questioned the engineering solution.
Mr. Gundersen asked if the detention area would have any water in it.
Mr. Neil said perhaps only for a few hours, but that it would not re-
main for a long time.
Mr. Gundersen stated concern for overcrowding in this area.
Mr. Floyd stated that the zoning here allows 6 units per acre and they
will have only 5. The buildings will be 10 ft• apart.
lit^. Gundersen said they are talking about row houses.
Nir. Floyd said they do not consider them to be row houses.
The street will be a public street.
Mr. Kiphart spoke of the mailbox proposal. The plans show an area for
people to pull over to get the mail. The sign is to be incorporated in the
mailbox cluster.
Mr. Merrill stated that he is opposed to clustering the mail boxes.
The post office said not to put the mail boxes on the buildings because
they will not deliver the mail there.
Mr. Merrill said he feels the Plan Commission should invite a member of
the post office to explain its position on this.
Mr. Kiphart said he would contact the post office and see if the mail
boxes can be put on the buildings for the mail or on the grassy strip.
Mr. Gundersen requested paper ballots.
Mrs. Litvan moved that there be only one motion for Preliminary and
Final Plats and for the 3 variances.
Seconded by Mr. Story. Motion carried.
The vote was 7 For, 3 Against (Mr. Davis, Mr. Gundersen and Mrs. Badger
voting NO).
Motion carried.
6h. Commission to consider Docket No. 5-82 P, Preliminary Plat Appli-
cation for Winterwood (Shadow Ridge) Subdivision, 40 lots on 81.50
acres located on W. 106th St. between Spring Mill Rd. and Estancia
Way in S-1 zoning. Sent to Subdivision Committee and Technical
Advisory Committee for review and report.

Bales & Knowles); Jane Wallace, Dottie Genatone, Joan Denney
and D. E. Powers.
This is for both single and final plats of a 30 lot, cluster home
development in RTl zoning on 6.01 acres that will feature 15 two-
family dwellings with the units attached by the garages. The pro-
ject is located on Main Street between the Iron Gate Apts. and
Thornhurst subdivision. It will feature a common open area of
3/4 acre with a parklike setting at the northern end of the complex.
Accel and decel lanes on hilain St. will be provided. They require
3 variances from the subdivision ordinance: (1) width of_ right-of-
way to be 40 feet, not 50; (2) setback from r-w to be 15 feet not
25; (3) amount of acreage being less than 5 acres. The first two
are requested to permit the design of curvilinear streets more in
keeping with typical Carmel subdivisions and the third because the
total land in this project is just over 6 acres, making 5 acres of
open space impossible. Easements for the utilities will be next
to the R-O-W to permit maximum usage of land as front yard. Side-
walks will thus be next to streets, in turn causing a problem fo-r
location of mailboxes. Their entry sign plan cai led for signs to
be above two sets of common mailboxes located on main street and
the committee asked the petitioner to consider locating the mail-
boxes at the rear of the project in the common open area and re' -
designing the entry signs. The petitioner will include in his
covenantt that parking will be permitted on only one side of the
street because it will be narrow. The garages will be extra deep
so would accommodate 2 small cars whilethe driveways will hold two
cars parked tightly.
Mr. Ellis moved and Mr. Riley seconded a motion to recommend approval
of this project and the necessary variances, subject to Mr. Kiphart's
reviewin-a the location of mailboxes and the design of entry signs.
The votec),n was unanimous for approval. (3-0)

Preliminary Plat showed 40 lots; final plat will show 39 as lots
in thk�� jo er have been enlarged. The land is the old Canter
Estateo z�nepS-1, between Estancia and Spring 'Yfill Rd. Water
will be provided by Indianapolis. Homes will be on septic systems.
They are requesting private streets in order to maintain landscaped
islands in the center of the cul-de-sacs. As per a very complete
set of covenante,a homeowners assn. will maintain the streets.
