and regulations entitled Access Channel Rules and Regulations;
and
WHEREAS, it has come to the attention of the Carmel Cable
Television Advisory Committee that certain ambiguity may arise
with respect to political debates; and
WHEREAS, it is the desire of the Carmel Cable Access Committee to
amend the agreement and allow for political debates.
NOW, THEREFORE, the Carmel City Council amends agreement
regulating the Access Channel Rules and Regulations as follows:
(1) That the agreement of programming policy, page 3, section 8,
shall read as follows:
Candidates shall be allowed to appear and debate and
take part in live debates concerning public issues.
However, this does not allow the candidate to engage in
acts or actions which would constitute advertising for
himself.
All prior ordinances, resolutions, or parts thereof inconsistent
with the provision are hereby repealed.
This resolution shall be in full force and effect from and after
its passage and signature by the Mayor.

The following is a recommendation for amendment to Ordinance from
Tom Kendall:
Live broadcasts of political debates originating from the Council
Chambers of Carmel City Hall are permitted under this section.
Taped rebroadcast of such debates are also permissible provided
they are replayed in their entirety and are not edited except for
language deemed to be unacceptable under the Access Channel Rules
and Regulations.
