Appendix a. 1800 106th Street Subdivision Hydrologic and Hydraulic Analysis dated November 20, 2014 (prepared by Banning Engineering) PROJECT NARRATIVE Memory Care Group Home Weihe Engineers, INC. 12/17/2020 Stormwater Technical Report Prepared For: Memory Care Group Home Carmel, IN Project #W20-0317 Project Narrative: Central IN Properties, LLC is proposing to develop multi-unit residential structure to be known as Memory Care Group Home on a 0.71 acre vacant parcel in Carmel, IN. Said parcel is Lot 1 of the 1800 106th Street Subdivision. The site is located north of 106th Street and between Towne Road and Ditch Road in Carmel, Indiana. Refer to Figure 1.1. The proposed development is on a site at a Latitude of N 39° 56' 30" and Longitude W 86° 11' 54", falling within Clay Township. The site is generally located in the Southeast Quarter of Section 4, Township 17 North, and Range 3 East in Hamilton County, Indiana. Floodzone: Based upon a scaled interpretation of the Flood Insurance Map Nos. 18057C0205G for Hamilton County, Indiana, dated November 19, 2014, a portion of the subject tract IS NOT located within Zone AE (Special Flood Hazard Area inundated by 100-year flood - Base Flood Elevations determined). Refer to Figure 1.2. However, Springmill Run is located along the rear boundary line and a flood zone with base flood elevations has been identified on the northern portion of the property. Pre-Developed Conditions: The site is covered primarily with grass and woods. Springmill Run is located along the northern boundary line with trees along the creek. The site is adjoined by a golf course to the north, Lot 2 of the 1800 106th Street Subdivision containing a large single family home to the east, a vacant lot with trees to the west, and a single family subdivision to the south. See Figure 1.3 for aerial photograph. The tract consists of the following soil types: Miami silt loam-Urban land complex and Shoals silt loam-Urban land complex. A soil map has been included with this report. An abbreviated NRCS Soils Report can be found in Section 1 of this report. The entire tract is a part of the Williams Creek Watershed. The site drains to the from south to north where it enters Springmill Run along the northern boundary line. See Figure 1.4 of this report for an exhibit of the existing conditions. Memory Care Group Home Weihe Engineers, INC. 12/17/2020 Post-Developed Conditions: The detention for 1800 106th Street Subdivision overall development was previously designed and approved per the Hydrologic and Hydraulic Analysis, prepared by Banning Engineering, dated November 20, 2014 (see Appendix). The approved design proposed an infiltration basin be designed for each lot, with each being drained by a 6” SSD that connects to a manhole on the property line. Lot 1 contained the “Exz A-1” listed in the report, which required a detention storage volume of 997 ft3. The proposed infiltration basin for Lot 1 was designed to provide 1,240 ft3 of volume. The infiltration basin for Lot 1 has now been switched to an underground detention system. Per a meeting with the City of Carmel, the City directed Weihe Engineers to design an underground detention system that will provide the required detention volume approved from the original design. The proposed system will utilize fifteen (15) Stormtech SC-740 Chambers with 6” of stone below the bottom of the chambers. The system will be laid out in 3 rows with 5 chambers per row providing an installed storage volume of 1,451 ft3. The detention system will be drained by a 6” SSD at the bottom of the stone pit that outlets into the said existing manhole on the lot line, then ultimately discharging into Springmill Run. Water Quality: An isolator row has been designed to receive the water quality storm in the underground detention system. The isolator row is connected to the two storm inlets by a 24” HDPE. A 12” bypass manifold has been designed approximately 1’ above the bottom of the chambers to ensure the low flow storm events are filtered through the isolator row and the higher flow events can utilize the bypass and fill the remaining chambers. Additionally, 2’ sumps will be placed on both inlets to catch larger sediment prior to entering the isolator row.
