A RESOLUTION ESTABLISHING A VOICE OVER-RIDE OF LOCAL CABLE TELEVISION SYSTEM POLICY WHEREAS, the City of Carmel, Indiana, has established a voice over-ride for use on cable T.V. in the event of a hazard or emergency; and WHEREAS, it is necessary to establish a policy for the use of the voice over-ride system in the event that a warning must be issued to the residents of the City of Carmel and Clay Township; NOW, THEREFORE, BE IT RESOLVED by the Carmel Board of Public Works and Safety that the following voice over-ride policy is established for the City of Carmel, Indiana: I. Policy The City of Carmel and Clay Township will develop a policy for voice over-ride use on the cable television system. The purpose of this policy is to: (a) insure that voice over-ride use is strictly controlled, and (b) provide the residents of the City of Carmel and Clay Township with information, instruction, support and/or warning when a disastrous situation has caused or could cause injury or damage to a major part of the population of the City or Township. For the purposes of this policy, a "disaster" shall include but not be limited to a tornado, hazardous · material crisis, or other situation so designatedby the Chief Executive Officer of the City of Carmel, Indiana. II. Procedures 1. The dispatchers in the Carmel Communications Center will: (a) Be responsible for collecting and disseminating initial information relating to confirmed and possible disaster situations which have already occurred or pose a threat to residents and/or property in the City of Carmel and/or Clay Township. (b) Monitor the weather situation in and around Hamilton County to include Boone, Northeast Hendricks, and Northwest Marion Counties by monitoring their Color Radar and the National Weather Radio broadcasts. (c) Immediately notify the on-duty Police Shift Commander of all actual and/or possible disaster situations to include: 1. Confirmed sighting(s) of a tornado(es) or 2. Other disaster(s). 2. The on-duty Police Shift Commander, regardless of rank, will upon receiving the information regarding the actual and/or possible disaster situation, notify either respective Chief in making the decision whether or not to implement the "voice over-ride" and broadcast information relating to the situation using the local television cable system. 3. The "senior dispatcher" on duty in the Carmel Communications Center, upon receiving the order to implement the "voice over-ride" procedures, will sound the alert tone and broadcast the applicable message twice on the local television cable system: (a) Example of a tornado warning: "WE ARE INTERRUPTING YOUR PROGRAM TO INFORM YOU THAT A TORNADO HAS BEEN SIGHTED IN BOONE COUNTY BY THE BOONE COUNTY SHERIFF AND IS MOVING TOWARD HAMILTON COUNTY. YOU MAY WISH TO TUNE YOUR TV TO CHANNEL "37" OR TO ANAM/FMRADIO STATION FOR FURTHER INFORMATION." (b) Example of another type disaster situation: 'WE ARE INTERRUPTING YOUR PROGRAM TO INFORM YOU THAT WE HAVE BEEN NOTIFIED BY THE CARMEL POLICE THAT A TRUCK CARRYING HAZARDOUS MATERIAL WAS INVOLVED IN AN ACCIDENT AT ll6TH STREET AND U.S. 31. PEOPLE IN THE AREA OF EVACUATE TO FOR FURTHER INFORMATION. 1990, by the Carmel Board of Public rks nty, Indiana.
