BOARD OF PUBLIC WORKS & SAFETY
A RESOLUTION ADOPTING A POLICY FOR USE
OF THE CARMEL METROPOLITAN POLICE FIRING RANGE
WHEREAS, the City of Carmel, Indiana, has provided a firing
range for its Metropolitan Police Department; and
WHEREAS, other agencies throughout the County do not have
access to a firing range; and
WHEREAS, it is necessary for police officers to maintain a
proficiency with a handgun; and
WHEREAS, requests have been made of the Chief of the Cannel
Metropolitan Police Department, by other agencies, for access or
use of the Metropolitan Police firing range.
NOW, THEREFORE, BE IT RESOLVED by the Cannel Board of Public
Works and Safety that:
A policy is hereby established that only law enforcement
agencies, or related agencies, may be entitled to use the
Metropolitan Police firing range, and only upon the following
conditions precedent:
(a) That a written letter of request be issued by the
director, chief, or superior officer of the agency requesting use
of the firing range;
(b) That the Cannel Chief of Police, or his designee,
determine that the requesting agency or organization is an
appropriate law enforcement or law enforcement related agency;
(c) That a letter of indemnification and verification
of insurance coverage be submitted by the requesting party. The
letter of indemnification shall be in the form attached hereto as
Exhibit "A" and no variance of that letter shall be acceptable
unless approved by the Cannel City Attorney.
After all conditions precedent have been met, the Chief
shall place the request on the agenda of the Cannel Board of
Public Works and Safety for final approval.
In the event use of the firing range is required prior to
the Board Meeting, tentative approval can be given by the Chief
of Police with the concurrence of the Mayor and City Attorney.
That all persons using the Carmel Metropolitan Police firing
range shall abide by the rules, regulations and policies
established by the Chief of Police and the Department in the use
of the range.
All of which is RESOLVED this ~ day of-y~~,'1990, by the
Carmel Board of Public Works, Hamilton County, Indiana.

RE: Permission to Use City of Carmel Firing Range
Dear Sir:
Our agency requests permission from the City of Carmel to
have access to use your firing range. It is our understanding
that certain policies and procedures have been instituted by the
Carmel Board of Public Works and Safety and the Metropolitan
Police Department regarding the use of the range. This letter is
intended to act as inducement to the City of Carmel to grant
permission to our agency.
In this regard, in consideration for the use of the City's
firing range, our agency agrees that it will indemnify and hold
harmless the City of Carmel, Indiana, its Metropolitan Police
Department, its officers, agents, and employees, from any loss,
cost, damage, expense, attorney's fees, or other liability,
either bodily injury or property damage, or both, of whatever
kind or nature, arising out of or as a result of the use of the
Carmel Metropolitan Police Department Firing Range.
In addition, we are forwarding a copy of our insurance
binder which evidences adequate coverage of our agency and we are
willing to include the City of Carmel in that coverage for the
utilization of the firing range.
