RESOLUTION NO. CC-12-13-00-01
A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA,
REGARDING THE PURCHASE OF SPECIFIED PROPERTY
WHEREAS, the Common Council of the City of Carreel, Indiana (the "Council"), is the fiscal
body for the City of Carmel, Indiana (the "City"); and
WHEREAS, the Council has determined that a need exists for the City's acquisition of that
certain specific property and any existing structures located thereon (the "Property"), which Property
includes the property at street addresses 1507 East 116th Street (the Silverman property), 1427 East 116th
Street (the Damjan property) and 1411 East 116th Street (the Corder property), all lo~ted in the City of
Carm County of Hamilton, State of Indiana, and which Property is more fully described in Exhibit A,
~hereto and made a part hereof by this reference; and
WHEREAS, the Council is interested in purchasing the Property in order to construct a new City
vehicle housing and maintenance facility (the "Vehicle Maintenance Facility"), and for all other lawful
purposes.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF
CARMEL, INDIANA, AS FOLLOWS:
1. That the foregoing Recitals are incorporated herein as though fully set forth
hereinbelow.
2. That, pursuant to Indiana Code 3-1-10.5-5, the Council hereby states that it is interested
in purchasing the Property described on attached Exhibit A, such Property to be used in the construction
of the Vehicle Maintenance Facility, and for all other lawful purposes.
3. That this Resolution shall take effect upon its passage by Council and such execution by
the Mayor as is required by law.

IDENTIFICATION OF SUBJECT PROPERTY
Subject Property Location
Situated at the 1400 block of East 116'h Street, the subject is located between College Avenue, (to the
west), and Range Line Road, (to the east). The subject is located in the soWhwest quadrant of the City of
Carmel.
For GPS purposes, the subject property's physical location is identified as follows:
Latitude: 39.956246° N or 39° 57' 22.486" N
Longitude: -86.129181 °W or 86° 07' 45.052" W
Subject Property Overview
The subject of this report constitutes an existing ~6,409 grs. fi: (gross living area) ranch-style single
family residence and numerous out-buildings that is developed upon the north portion of a rectangularly
configured +_.8.63 grs. acre tract of land. Out-buildings and site improvements include; a combination four-car
garage and horse stable facility; combination one-car garage and pool-house facility; swimming pool and hot
tub with surrounding poured concrete deck; lighted tennis court; and a grounds maintenance facility.
Property Ownership - Hamilton County Assessor's Office Parcel Identification
According to the Hamilton County Assessor's Office, the subject property is comprised of four parcels.
These parcels - and their indicated acreage - are identified as follows:

Records on file with various Hamilton County Authorities indicates the subject is comprised of +8.53
grs. acres. Interestingly, an analysis of the metes and bounds legal description indicates the subject site
possesses '4-8.6345 grs. acres. For the purpose of this analysis, our office differs to the area indications yielded
by way of the metes and bounds legal description.
Transfer History
By way of our review of Sales Disclosure records maintained on file within the Hamilton County
Assessor's Office, fee simple estate title to the subject property was acquired by Mr. Sidney V. Corder from
Estridge Development Corporation in exchange for $825,000. Adjusted solely for inflation - and not
considering the numerous improvements made to 'the s~bjeet property since the October, 1997 acquisition - the
historic sales price equates to ±$888,300 in'November, 2000 U.S. Dollars.
Development History
Records on file with the Hamilton County Assessor's Office indicate that the subject property's primary
residence was originally developed in 1946, with subsequent out-building development, as well as interior
refurbishment, occurring at various points in time from the mid 1970's to the present. Discussion of the subject
property's various site and building improvements is presented within the Improvement Analysis section of this
report.

Situated at the 1400 block of East I16'h Street, the subject is located between College Avenue, (to the
west), and Range Line Road, (to the east). The subject is located in the southwest quadrant of the City
Carreel.
For GPS purposes, the subject property's physical location is identified as follows:
Latitude: 39.956256° N or 39° 57' 22.522" N
Longitude: -86.128533°W or 86° 0T 42.719" W
Subject Property Overview
The subject of this report constitutes an existing _+1,201 grs. ~2 (gross living area) ranch:style single
family residence that is developed upon the northeast portion of a rectangularly configured _+9.73 grs, acre
tract of land. Property includes a _+375 ft: breeze-way that acts as a connector to a _+988 grs. ft2 combination
two-car garage, (_+416 ~), and guest quarters, (_+ 572 ft2). Additional out-building includes 528 ft2 detached
garage.
Property Ownership - Ham~ton County Assessor's Office Parcel Identification
According to the Hamilton County Assessors Office, the subject property is comprised of a _+9.73 grs
acre parcel. This parcel is identified as follows:
Ms. Deuce M. Damian 17-13-01-00-00-008-000 9.73 grs. ac. Acquired February 14, 2000
Our office's analysis of the subject property's metes and bounds legal description similarly indicates
that the subject site possesses _+9.73 grs. acres.
Transfer Histon'
By way Of our review of Sales Disclosure records maintained on file within the Hamilton County
Assessor's Office, fee simple estate title to the subject property was acquired by Mr. Sidney V. Corder from
Mr. Harry H. Ward in exchange for $285,000 on September 15, 1999. Mr. Corder is the owner of the
neighboring property to the subject's immediate west (1411 E. I16'b Street). Subsequently, Mr. Cottier
transferred title to the subject by way of a Quitclaim Deed to Ms. Deuce M. Damjan on February 14, 2000.
Mr. Corder indicates that he and Ms. Damjan maintain possess a familial relationship.
Adjusted solely for inflation - and not considering improvements made to the subject property since
the September, 1999 acquisition - the historic sales price equates to _+$295,350 in November, 2000 U.S.

According to the Hamilton County Assessors Office, the subject property is comprised of a 4- 9 32 grs.
acre parcel. This parcel is identified as follows:

Our office's analysis of the subject property's metes and bounds legal description generally confirms
the subject property's indicated site area. For the purpose of this analysis, the subject property is considered
to possess 4-9.32 grs. acres.
Transfer History - Listing History
During the course of our office representative's inspection, Mrs. Silverman communicated that the
subject property was acquired by the Silvermarts in 1967. Transfer records on file with the Hamilton County
Auditor's Office indicate that title transfers occurring in 1992 and 1999 were from Silverman to Silverman.
These records are found to represent Quitclaim Deeds.
Our review of the local MLS system indicates that the subject property was made available for sale
from April, 1998 through September, 1998 at a list price of $449,900. The owner indicates that no acceptable
offers were forthcoming during that period. Adjusted solely for inflation - and not considering improvements
made to the subject since 1998 - the historic list price equates to 4-$480,000 in November, 2000 U.S. Dollars.
Development History
Records on file with the Hamilton County Assessor's Office indicate that the subject property's primary
residence was developed in 1900. By way of our discussion with the owner, we understand that the subject is
believed to have been originally developed in the 1820's or 1830%. Of course there have been numerous
changes, improvements and refurbishment to the property since originally constructed. Discussion of the
subject property's various site and building improvements is presented within the Improvement Analysis
section of this report.
