Thoroughfare Plan for,lllinois Street
Please accept the following Directive from the Common Council regarding
the Thoroughfare Plan for Illinois Street:
The purpose of the Illinois Street project remains the same as identified in
previous Thoroughfare Plans. It is intended to meet local access and
circulation needs Of developments within the U.S. 31 Overlay Zone (primarily
commercial). tt will operate in conjunction with the upgrade of U.S. 31 to a
restricted access freeway and will be consistent with the long-term utilization
of Spring Mill ROad for access to properties (primarily residential) in Western
Clay Township.
There were no .suggested changes to the alignment or long-term configuration
of Illinois Street as proposed in the engineering study recently completed by
Parsons Brinckerhoff, but several items were suggested for additional
consideration or refinement with respect to project implementation. These are
summarized below:
1. Staging of Roadway SegmentS. Given the project's primary purpose
of access to commercial developments rather than through travel, it
need not be constructed as a single project. In a similar manner to
Pennsylvania Parkway, consideration should be given to
implementing project segments on an as-needed basis to provide
necessary access.

Staging of Roadway Capacity. Although the need for four lanes
(plus turn lanes) is ultimately anticipated, some areas could be
served by a two-lane roadway until development intensifies.
Consideration should be given to initially constructing two lanes on
selected segments, with provisions for adding lanes later with
minimal disruption and no additional fight-of-way acquisition.
3. Context-Sensitive Design. On portions of the roadway passing
through residential areas, consideration should be given to buffering,
including walls, berms, and/or special landscaping to mitigate
potential neighborhood impacts.
Traffic Refinements. The plan should be reviewed and refined, if
necessary, when updated traffic forecasts become available as a
result of current INDOT studies for upgrading U.S. 3 1 to a freeway.
The capacity and layout of access points should be determined, and
intersection controls (roundabout versus traffic signal) should be re-
evaluated to ensure feasibility and effective system operations.
