A. SEDIMENT CONTROL MEASURES SHALL BE INSTALLED PRIOR TO THE COMMENCEMENT OF DISTURBANCE OF AREAS.
B. FOR THOSE SITES THAT REQUIRE A DESIGNATED EROSION CONTROL INSPECTOR (DECI), INSPECTIONS AND DOCUMENTATION SHALL BE
PERFORMED, AT A MINIMUM:
- UPON COMPLETION OF SEDIMENT AND RUNOFF CONTROL MEASURES (INCLUDING PERIMETER CONTROLS AND DIVERSIONS), PRIOR TO
PROCEEDING WITH ANY OTHER EARTH DISTURBANCE OR GRADING.
- AFTER EVERY SEVEN (7) CALENDAR DAYS OR STORM EVENT WITH GREATER THAN 0.5 INCH OF RAINFALL OR LIQUID EQUIVALENT PRECIPITATION.
C. SOIL DISTURBANCE SHALL BE CONDUCTED IN SUCH A MANNER AS TO MINIMIZE EROSION. IF STRIPPING, CLEARING, GRADING, OR LANDSCAPING

E. TEMPORARY DIVERSIONS SHALL BE CONSTRUCTED AS NECESSARY TO DIRECT ALL RUNOFF FROM HYDROLOGICALLY DISTURBED AREAS TO AN
APPROPRIATE SEDIMENT TRAP OR BASIN.
F. DISTURBED AREAS SHALL BE STABILIZED WITH TEMPORARY OR PERMANENT MEASURES WITHIN FIFTEEN (15) CALENDAR DAYS FOLLOWING THE
END OF ACTIVE DISTURBANCE OR REDISTURBANCE.
G. ALL STOCKPILES SHALL HAVE APPROPRIATE MEASURES TO PREVENT EROSION. STOCKPILES SHALL NOT BE PLACED IN FLOOD PRONE AREAS OR
WETLANDS AND DESIGNATED BUFFERS.
H. SLOPES STEEPER THAN 3H:1V SHALL BE STABILIZED WITH APPROPRIATE MEASURES AS APPROVED BY THE ENFORCEMENT OFFICER.
I. APPROPRIATE EROSION CONTROL BLANKET SHALL BE INSTALLED ON ALL INTERIOR DETENTION BASIN SIDE SLOPES BETWEEN THE NORMAL

SHALL BE ROUTED THROUGH AN APPROVED ANIONIC POLYMER DEWATERING SYSTEM OR A SIMILAR MEASURES AS DESCRIBED IN BMP CN-103 OF THE
CITY OF CARMEL STORMWATER TECHNICAL STANDARDS. DEWATERING SYSTEMS SHOULD BE INSPECTED DAILY DURING OPERATIONAL PERIODS.
L. IF INSTALLED SOIL EROSION AND SEDIMENT CONTROL MEASURES DO NOT MINIMIZE SEDIMENT LEAVING THE SITE, ADDITIONAL MEASURES SUCH
AS ANIONIC POLYMERS OR FILTRATION SYSTEMS MAY BE REQUIRED BY THE ENFORCEMENT OFFICER.
M. ALL TEMPORARY AND PERMANENT EROSION CONTROL MEASURES MUST BE MAINTAINED AND REPAIRED AS NEEDED. THE PROPERTY OWNER
SHALL BE ULTIMATELY RESPONSIBLE FOR MAINTENANCE AND REPAIR.
N. ALL TEMPORARY SEDIMENT CONTROL MEASURES SHALL BE REMOVED WITHIN 30 DAYS AFTER FINAL SITE STABILIZATION IS ACHIEVED OR AFTER
THE TEMPORARY MEASURES ARE NO LONGER NEEDED.
O. THE EROSION CONTROL MEASURES INDICATED ON THE PLANS ARE THE MINIMUM REQUIREMENTS. ADDITIONAL MEASURES MAY BE REQUIRED, AS
DIRECTED BY THE ENGINEER, ENFORCEMENT OFFICER, OR OTHER GOVERNING AGENCY.

MINIMUM OF 10 FEET BEYOND THE TOE OF THE SLOPE TO PROVIDE A BROAD, SHALLOW SEDIMENT POOL.
ACCESSIBLE FOR MAINTENANCE (REMOVAL OF SEDIMENT AND SILT FENCE REPAIR).

EIGHT FEET MAXIMUM, WIRE MESH FENCING
SIX FEET MAXIMUM WITHOUT WIRE BACKING
TRENCH
DEPTH - EIGHT INCHES MINIMUM
WIDTH - FOUR INCHES MINIMUM
AFTER INSTALLING FENCE, BACKFILL WITH SOIL MATERIAL AND COMPAC (TO BURY AND ANCHOR LOWER
PORTION OF THE FENCE FABRIC.
INSTALLATION
LAY OUT THE LOCATION OF THE FENCE SO THAT IT IS PARALLEL TO THE CONTOUR OF THE SLOPE AND
AT LEAST 10 FEET BEYOND THE TOE OF THE SLOPE TO PROVIDE A SEDIMENT STORAGE AREA. TURN THE
ENDS OF THE FENCE UP SLOPE SUCH THAT THE POINT OF CONTACT BETWEEN THE GROUND AND THE
BOTTOM OF THE FENCE END TERMINATES AT A HIGHER ELEVATION THAN THE TOP OF THE FENCE AT ITS
LOWEST POINT (SEE EXHIBIT 1).
EXCAVATE AN EIGHT-INCH DEEP BY FOUR-INCH WIDE TRENCH ALONG THE ENTIRE LENGTH OF THE
FENCE LINE. INSTALLATION BY PLOWING IS ALSO ACCEPTABLE.
INSTALL THE SILT FENCE WITH THE FILTER FABRIC LOCATED ON THE UP-SLOPE SIDE OF THE EXCAVATED
TRENCH AND THE SUPPORT POSTS ON THE DOWN-SLOPE SIDE OF THE TRENCH.
DRIVE THE SUPPORT POSTS AT LEAST 18 INCHES INTO THE GROUND, TIGHTLY STRETCHING THE FABRIC
BETWEEN THE POSTS AS EACH IS DRIVEN INTO THE SOIL. A MINIMUM OF 12 INCHES OF THE FILTER FABRIC
SHOULD EXTEND INTO THE TRENCH. (IF IT IS NECESSARY TO JOIN THE ENDS OF TWO FENCES, USE THE
WRAP JOINT METHOD.)
LAY THE LOWER FOUR INCHES OF FILTER FABRIC ON THE BOTTOM OF THE TRENCH AND EXTEND IT
TOWARD THE UP-SLOPE SIDE OF THE TRENCH.
BACKFILL THE TRENCH WITH SOIL MATERIAL AND COMPACT IT IN PLACE.
MAINTENANCE
IF FENCE FABRIC TEARS, STARTS TO DECOMPOSE, OR IN ANY WAY BECOMES INEFFECTIVE, REPLACE THE
AFFECTED PORTION IMMEDIATELY. NOTE: ALL REPAIRS SHOULD MEET SPECIFICATIONS AS OUTLINED
WITHIN THIS MEASURE.
REMOVE DEPOSITED SEDIMENT WHEN IT IS CAUSING THE FILTER FABRIC TO BULGE OR WHEN IT
REACHES ONE-HALF THE HEIGHT OF THE FENCE AT ITS LOWEST POINT. WHEN CONTRIBUTING DRAINAGE
AREA HAS BEEN STABILIZED, REMOVE THE FENCE AND SEDIMENT DEPOSITS, GRADE THE SITE TO BLEND
WITH THE SURROUNDING AREA, AND STABILIZE.
2. STORM INLET PROTECTION
INSTALLATION
REMOVE GRATE FROM THE DRAINAGE STRUCTURE
CLEAN STONE AND DIRT FROM LEDGE (LIP) OF DRAINAGE STRUCTURE
DROP THE FLEXSTORM INLET FILTER THROUGH THE CLEAR OPENING SUCH THAT THE HANGERS REST
FIRMLY ON THE LIP OF THE STRUCTURE.
REPLACE THE GRATE AND CONFIRM IT IS NOT ELEVATED MORE THAN 1/8”, THE THICKNESS OF THE STEEL
HANGERS.
MAINTENANCE
EMPTY THE SEDIMENT BAG IF MORE THAN HALF FILLED WITH SEDIMENT AND DEBRIS, OR AS DIRECTED.
REMOVE THE GRATE, ENGAGE THE LIFTING BARS WITH THE FLEXSTORM REMOVAL TOOL, AND LIFT FROM
DRAINAGE STRUCTURE.
DISPOSE OF SEDIMENT OR DEBRIS AS DIRECTED BY THE ENGINEER OR MAINTENANCE CONTRACT.
AN INDUSTRIAL VACUUM CAN BE USED TO COLLECT SEDIMENT.
REMOVE CAKED ON SILT FROM SEDIMENT BAG AND FLUSH WITH MEDIUM SPRAY WITH OPTIMAL
FILTRATION.
REPLACE BAG IF TORN OR PUNCTURED TO >½” DIAMETER ON LOWER HALF OF BAG.
WHEN CONTRIBUTING DRAINAGE AREA HAS BEEN STABILIZED, REMOVE SEDIMENT, PROPERLY DISPOSE
OF ALL CONSTRUCTION MATERIAL, GRADE AREA TO THE ELEVATION OF THE STORM DRAIN INLET TOP,
THEN STABILIZE IMMEDIATELY.
3. TEMPORARY CONSTRUCTION ENTRANCE
DIMENSIONS
WIDTH - 20 FEET MINIMUM OR FULL WIDTH OF ENTRANCE/EXIT ROADWAY, WHICHEVER IS GREATER.
LENGTH - 150 FEET MINIMUM (LENGTH CAN BE SHORTER FOR SMALL SITES).
THICKNESS - EIGHT INCHES MINIMUM.
