A RESOLUTION OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF
CARMEL, INDIANA, ESTABLISHING A USAGE POLICY FOR
CITY HALL PUBLIC MEETING ROOMS
WHEREAS, the Mayor, as Executive Officer for the City of Carmel, Indiana, has the duty and
authority to exercise and perform all City duties that are executive or administrative in nature and to
ensure the efficient government of the City, pursuant to Indiana Code 36-4-4 and 36-4-5; and,
WHEREAS, the City of Carmel Board of Public Works and Safety has the duty and authority, as
an entity contained within the Executive Branch of City government, and pursuant to Indiana Code 36-4-4
and 36-9-6, to supervise, control and maintain all City buildings and property, including Carmel City
Hall; and
WHEREAS, the steady increase in requests by City departments, boards and comxnissions, other
local governmental agencies, private not-for-profit and civic organizations, and the general public to use
the public meeting rooms in Carmel City Hall for meetings and other gatherings has hampered the
efficient use, control and maintenance of this facility; and
WHEREAS, in order to ensure the proper use, control and maintenance of City property, the
efficient goverrkment of the City, the Board now desires to establish a formal policy for the use of all
public meeting rooms at Cannel City Hall.
NOW, THEREFORE, BE IT RESOLVED by the City of Carreel Board of Public Works and
Safety as follows:
1. The foregoing Recitals are incorporated herein by this reference.
The use of all public meeting rooms located in Carmel City Hall, which include, but are
not limited to, the first floor lobby area, the second floor Council Chambers, caucus rooms
and the third floor DOCS meeting room, shall be in accordance with and subject to the
following priorities, listed in descending order of priority:
a. Use by any City of Carmel govemmental branch, department, commission, board or
organization.
b. Use by any governmental organization located in Clay Township.
c. Use by any not-for-profit or civic organization located in the City of Carmel.
d. Use by any not-for-profit or civic organization located in Clay Township.

e. UsebyanyotherpersonlocatedorresidingintheCityofCarmel.
f. Use by any other person located or residing in Clay Township.
g. Use by any other person.
If an unexpectedly large number of persons arrive at City Hall for a meeting that is
scheduled to be held in a room that cannot accommodate that number of people, and
another meeting is scheduled for a larger City Hall public meeting room but could be
accommodated in the smaller room, the Mayor, if he is present in the building, or in his
absence, the most senior member of the executive department present, shall have the
discretion and authority to reassign the City Hall public meeting rooms so as to best and
most efficiently serve the persons attending such meetings.
