Rebecca,
Yes, this is acceptable. That said, we have delayed payment of these fees which includes the water and
sanitary sewer connection fees well beyond normal practices and timelines. I understand this project
has been complicated but I will not be very understanding if they get delayed again past mid—October.
We have extended water and sanitary sewer lines for the North End project and did so in a timely
manner at a significant cost. It is my expectation that all fees will be paid in October.

Lisa,
PZ-2020-00029 still shows your notes of fees needing to be paid. We had paid the $18,711.16 for
sanitary sewer out of our loan closing for the land and had thought we were permitted to cover the
water availability fee of $28,732.68 out of our multifamily loan closing, which is currently slated to close
in the first half of October. Is this acceptable to you?
Please advise.

We have reviewed the construction plans submitted to the Hamilton County Surveyor's Office on June
26, 2020, for this project and have the following comments:
1. The project falls in the incorporated area and MS4 jurisdiction of the City of Carmel.
2. The proposed project DOES fall in a Carmel Wellhead Protection Zone,
3. The proposed project falls in the Cool Creek Regulated Drain Watershed.
4. Please direct any stormwater related questions to the city of Carmel for this phase of construction.
5. Please keep in mind, with the construction of either phase 2 or phase 3, the County has required
that the waterway running through this development will be petitioned for Hamilton County
jurisdiction. This will require a number of procedural items: Petition for new regulated drain,
nonenforcements for reduction of statutory drainage easements, engineer's estimate, bond for
120% of construction cost as well as a complete floodplain study of the waterway running
through the subdivision.
6. Please submit physical copies of drainage calculations as well as construction plans if they have
been updated since the initial submission in February.
7. Please submit an outlet connection permit for the indirect connection to the Cool Creek regulated
drain with the construction of phase 1.
8. Please note, additional comments may be warranted at a later date.

We have reviewed the construction plans submitted to the Hamilton County Surveyor's Office
on December 5, 2019, for this project and have the following comments:
1. The project falls in the incorporated area and MS4 jurisdiction of the City of Carmel.
2. The proposed project DOES fall in a Carmel Wellhead Protection Zone,
3. The proposed project falls in the Cool Creek Regulated Drain Watershed.
4. This project's drainage system is to be county regulated as well as the existing waterway
running through the subdivision per preliminary discussions and will require the
following procedural items: Petition for regulated drain subdivision, subdivision outlet
permit for the indirect discharge to the Cool Creek Regulated Drain, engineer's estimate,
and all associated bonds for 120% of construction cost.
5. Site plan must accommodate the statutory easement of 75 feet from the top of bank on
each side of the Hunters Knoll open drain. As of now, site plan does not display any
easements for the Hunters knoll open drain.
6. Access to the waterway must be provided within designated common areas. This must be
called out on the plat.
7, BMPs cannot limit the maintenance, use and access of regulated drain easements.
8. The Hunter's Knoll Open Drain must be improved to county standards. This will include
the clearing of trees for the purpose of easement access.
9. The 10-year storm event will need to remain within the banks of the Hunter's Knoll open
drain for both the upstream watershed and the on -site flow.
10. Please show the crossing of the Hunter's Knoll drain on sheet 2.1 including the cover.
11. The outfall from the US-31 pipe will need to be stabilized. Please verify whether there is
a significant grade drop out of the structure.
12. Structure 601 needs to be stabilized per HCSO design standards (0-5). Please provide this
construction detail.
13. The pedestrian crossing "L" over the Hunter's Knoll drain will need to pass the 100 year
storm event with no reduction in velocity.
14. Please provide updated drainage calculations when they become available.
15. Please provide updated construction plans/drainage calculations once all TAC comments
have been addressed
16. Please note, additional comments may be warranted at a later date.

I found the approved plans on Laserfiche (image and link below) and it looks like the racks along the
136th St path are not included in the plan you attached. If you could revise the plans to show all the
racks that were included on the approved plans my comment will be satisfactorily addressed.
