CC-04-15-02-03 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, iNDIANA, TO AUTHORIZE A TRANSFER OF FUNDS BY THE STREET DEPARTMENT WHEREAS, the Carmel Street Department is responsible for the year-round, day-to-day upkeep and maintenance of the City's infrastructure which includes streets, rights-of-way, intersections, storm drains find grounds surrounding the City buildings, and WHEREAS, the City has made an investment with taxpayer dollars in excess of Two Million Dollars ($2,000,000.00) to purchase more than 50 pieces of heavy machinery, vehicles and major equipment to perform these services, and WHEREAS, the Street Department will take delivery of an additional five (5) new vehicles and other heavy machinery with a price tag in excess of $350,000.00 later this year in anticipation of expanded areas of service due to projected annexation, and WHEREAS, the current facility provided by the City for the Street Department Administration, Operations, Maintenance and Equipment and Materials storage is deplorable and inadequate, and WHEREAS, it is in the best interest of the City and its taxpayers to provide a healthy and safe work environment and adequate and appropriate sheltered storage facilities to protect and maintain the significant financial investment already existing in'vehicles, machinery, equipment and personnel, and WHEREAS, the current City Council has expressed its displeasure and concern regarding the condition of the Street Department facilities and taken action within its statutory authority to appropriate the initial funding for the purchase of land and the construction of a new facility, and WHEREAS, Mayor Brainard has refused to move this project forward and has failed to recognize the importance that such a facility provides for the maintenance of the City's key infrastructure and protects the taxpayers' multi-million dollar investment in valuable machinery and equipment, and WHEREAS, the Street Department has had the free use of an inside storage facility provided by the Carmel Redevelopment Commission for the years of 2000 and 2001, which facility has now been sold for City Center Development, and WHEREAS, the Street Department entered into a five (5) month lease for inside storage of only one-third of its vehicles and equipment for the winter of 2002 and with that lease having now expired and the sale of that facility imminent, and WHEREAS, the Street Department desires to extend the rental period on its current facility on a month-to-month basis, at $2,750.00 per month, until such time as they are ordered to vacate said facility, and WHEREAS, an amount of $24,750.00, which said additional amount was not budgeted for 2002, is needed to cover said rental expenses in the Street Department's Line Item #525 Building Rental, and WHEREAS, the Street Department has funds in the amount of $24,750.00 in Line Item #504 Contracted Grounds Maintenance, NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Carmel, Indiana, that the Street Department is authorized to transfer: $24,750.00 from Line Item # 504 Contracted Grounds Maintenance into Line Item #525 Building Rental At the rate of $2,750 per month, not to exceed $24,750.00 I~ASSED by the Common Council of the City of Carmel, Indiana this ~ r~ ~tay of (.~--/f~-~_~, ,2002, byavoteof ~-- ayesand .3 nays.
