CC-03-03-03-01 (Formerly Resolution No. CC-12-02-02-03) A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, SUPPORTING THE ACTIONS OF THE HAMILTON COUNTY COUNCIL TO WORK WITH THE US 31 COALITION ON THE DESIGN OF THE US 31 IMPROVEMENT PROJECT WHEREAS, well defined long term planning benefits the City of Carmel ("City") and the community at large; and WHEREAS, the U.S. 31 Task Force has worked over six years to study US 31 and the Meridian Corporate Corridor to ensure its vitality and viability into the future; and WHEREAS, the long-term viability of the Meridian Corporate Corridor is essential to the City, Hamilton County, the Indianapolis region, and the State of Indiana; and WHEREAS, the City and Clay Township have maintained a high level of development in the Meridian Corporate Corridor through various long-range planning efforts; and WHEREAS, the US 31 Task Fome intends to continue to communicate its expectations with the Indiana Department of Transportation ("INDOT") regarding the U.S. 31 Improvement Project; and WHEREAS, the Hamilton County Council at their November 6, 2002, meeting resolved to appropriate $15,000 at their December 4, 2002, meeting to work with the US 31 Coalition regarding the design of the US 31 Improvement Project; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Carmel of Carmel, Indiana, that: Section One: The Common Council will support the actions of the Hamilton County Council to work with the US 31 Coalition in representing the interests of Hamilton County and the City of Carmel t,o 1NDOT. Section Two: The Common Council will introduce an Ordinance to appropriate $10,000 to the US 31 Coalition at a future meeting of the Council in order to accomplish the aforementioned goals. Section Three: This Resolution shall be in full force and effect from the date of passage, and its publication, as provided by law. The importance of the U.S. 31 corridor in Hamilton County is evident by the representation of both businesses and local governments at the meeting. Since we began our work on the U.S. 31 Coalition, we have known Hamilton County to be a key to the success of the eventual construction of the U.S. 31 corridor. That is why it is so important to have key people like you involved and supportive of the project. We are including a timeline issued by INDOT for the Hamilton County portion of the project. Important decisions are being made in the very near future that will impact the location, design and access of the U.S. 31 upgrade, making it critical for the Coalition to be active. U.S. 31 Hamilton County Project Timeline The U.S. 31 Hamilton County freeway environmental impact study is well underway and is approaching some critical deadlines for decisions. Below is the timeline for the rest of the study so that you can see how quickly decisions will be made. These decisions that will be made in the next 8 to 10 months will set the course for the rest of the project through construction. Please be aware of what is now occurring and where you may want to get involved to make your positions known to decision-makers. Indiana Department of Transportation and Parsons Transportation Group have issued the following timeline: Current: Preliminary project alternatives (Alternative "F" and "G") were recommended in meetings in Summer 2002. Impacts of the two final alternatives are now being evaluated for preparation of the Draft Environmental Impact Statement (DEIS). Spring '03: DEIS will be issued by INDOT and its consultant. This will detail their findings about the final routes that they are considering for final selection. A 45 day comment period will then be used to seek input on the DEIS. Summer '03: After considering comments on the DEIS, the Final Environmental Impact Statement (FEIS) will be issued by INDOT with their final route selection. Summer/Fall '03: Federal Highway Administration will issue a Record of Decision (ROD) on INDOT's final selection. Once the rEIS is issued and the Federal Highway Administration issues it's decision this Fall, INDOT will be free to move forward with final design and land acquisition to carry out the study results.
