RESOLUTION TO ESTABLISH A CARMEL PARK ADVISORY COMMITTEE WHEREAS, a multi-facility park is to be established at 106th Street and Gray Road, to be known as the Carmel-Clay Park; and WHEREAS, it is in the best interests of the citizens of the City of Carmel, Indiana, that a Carmel Park Advisory Committee be appointed to advise the Mayor and the Common Council. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Carmel, Indiana, that: 1. A park committee is hereby established for the purpose of advising the Common Council of the City of Carmel, Indiana and the Mayor of the City of Carmel, Indiana, of the needs of the Carmel citizens for present and future park facilities. 2. The committee shall be composed of five (5) members. The initial membership shall serve from the date of their appointment until January 1, 1987. The appropriate appointing body shall then either appoint a new member or re-appoint a serving member, as it deems fit, and that member shall serve for a term of one (1) year. Should any member resign, die, or otherwise leave the advisory committee during that member's term, then the appropriate appointing body shall appoint a new member to serve the unexpired term. The appointments to the committee shall be as follows: A. One member to be appointed by the Mayor; B. One member to be appointed by the Common Council; C. One member to be appointed by the Carmel Dad's Club Board of Directors; D. One member to be appointed by the Carmel School Board of Trustees; E. One member to be appointed by the Board of Directors of the Carmel Chamber of Commerce. Written notice of the appointment by the designated body of their appointed member to the Advisory Committee shall be filed with the office of the Clerk-Treasurer, City of Carmel, Indiana. 3. The members of the Carmel Park Advisory Committee shall serve without compensation or pay. Any financial needs of the Advisory Committee shall be presented to the Common Council prior to being incurred by any committee member. No member shall incur any liability, expense, or debt on behalf of the City of Carmel, without prior written approval of the Common Council. 4. Periodic reports shall be made to the Common Council, in writing, by the Advisory Committee, on an annual basis, unless otherwise requested by the Common Council. 5. At least one member of the Park Advisory Committee shall attend the bi-monthly meetings of the Hamilton County Parks Board to act as a liason with that body for the Park Advisory Committee and the Carmel City Council and the Mayor. That liason member, however, shall have no authority to act on behalf of the Common Council and the Mayor without first obtaining the Council's prior approval for any such action, representation, or other act on the Council's or Mayor's behalf. -2- Passed and Resolved this /~ day of June, 1986.
