HomeMy WebLinkAboutBPW-07-19-82 Improve Sewers RESOLUTION OF BOARD OF PUBLIC WORKS CITY OF CARMEL, INDIANA WHERKAS, the Board of Public Works of the City of Carmel has heretofore found that it is necessary for the City finance and construct improvements to the sewage works of the City; and WHEREAS, the Board has heretofore employed Howard Needles Tammen & Bergendoff, consulting engineers of Indianapolis, Indiana, to prePare plans, specifications and estimates for said sewage works project, and said engineers have prepared said plans~and specifications for said project and, based upon con- struction bids received and estimates of other costs, have estimated the project costs to be in the amount of Six Million One Hundred Eighty-two Thousand Seven Hundred Seventy Dollars ($6,182,770), more particularl~ itemized as follows: Project Costs: Construction bids $5,561,411 Construction contingencies 266,842 Architectural engineering - basic 151,143 - other 48,733 Project inspection 93,124 Legal fees (including bond counsel) 20,800 Accounting 20,600 Financial advisory 9,650 Administration 10,467 Total estimated _ project cost $6,182,770 and i~ WHEREAS, the Board finds that federal and state grants have been made to the City for application on said project in the approximate amount of Five Million One Hundred Eighteen Thousand Nine Hundred Fifteen Dollars ($5,118,915), and that the City has project, leaving a balance of Eight Hundred Forty Thousand Dollars ($840,000) to be financed by the City by the issuance of sewage works revenue bonds; and WHEREAS, the Board finds that on the basis of the esti- mated cost of the project and the recommendations of the engi- neers and H. J. Umbaugh & Associates, the City's Financial Consultant, an increase in the schedule of rates and charges for sewage treatment service will be required; and WHEREAS, the City is authorized by I.C. 36-9-23 to issue revenue bonds to obtain funds to apply on the cost of improve- ments to the sewage works, which bonds under sad act are pay- able solely from the revenues of said sewage works; and the Board of Public Works and Safety now finds that the cost of said sewage works project, over and above available grant funds should be financed by the issuance of revenue bonds issued pur- suant to said Act; now therefore, BE IT RESOLUED by the Board of Public Works and Safety of the City of Carmel that the plans, specifications and estimates heretofore prepared and filed by Howard Needles Tammen & Bergen- doff be and the same are hereby approved. FURTHER RESOLVED that the Common Council of the City of Carmel'be requested to authorize the issuance of sewage works revenue bonds in the amount of Eight Hundred Forty Thousand Dollars ($840,000) for the purpose of procuring funds to be applied on the cost of improvements to the sewage works of the City; and that the Common Council be further requested to authorize an increase in the rates and charges for the services rendered by the sewage works, all as recommended by the City's Consultants; that a copy of this resolution be filed with the Adopted this ~d ay of July, 1982. ~'~ fet Board ~6f Public works and Sa y City of Carmel
