CARMEL BOARD OF PUBLIC WORKS
WHEREAS.
THE Carmel Sewer Company does btll its customers based
on water consumption and;
WHEREAS.
the Carmel Board of Pub[tc Works does want to encourage
attractive lawns in the community, [when adequate water
supplies are available),
NOW
THEREFORE, be it resolved by the Carmel 8oard of Public Works
that the Utilities Manager be authorized to make "ONE TIME"
adjustments to SEWER bills under the following circumstances:
1. For sprinkling of "First Time NEW Lawns" of sod or
seed,
These adjustments are for those months "OTHER" than
the normal summer sprinkling rate relief as provided
for by Ordinance,
Adjustments are to be made in such a way that would
reduce the Sewer bill by only that amount as was used
for fawn watering only. The customer would still be
responsible for the normal sewer use.
Bill adlustments would be made in one of the following
two mannersl
If the property has a history of [normal) sewer
use for at least three [33 months any time from
January through May, then those three or more
months should be averaged to determine what would
be considered the customer's "normal" bill.
(b)
If there is no past history as described in
above, then use the "City Average" consumption
as provided by our computer billing system.
That computed "city average" would be used as
the "Normal Bill" for the customer, and the
remaining gallons would be deducted from the bill
as having been used for lawn watering.

The adjustments as provided for herein are authorized
only one time during the life of the property. That
is, once an original lawn is started and an adjustment
is made for it, NO FURTHER adjustments shall be author-
ized in the future for that specific property.
