HomeMy WebLinkAboutCC-07-18-77 Personnel Policies SUGGESTED RESOLUTION FOR ADOPTION BY CARMEL COMMON COUNCIL REGARDING PERSONNEL POLICIES AND PROCEDURES WHEREAS the City of Carmel has recognized the need to adopt more formalized personnel policies and procedures in its transition from town to city form of government; and WHEREAS there is a specific need to have formalized job descriptions, salary levels, personnel hiring and discharge policies, promotion policies, and other components of a personnel system; and WHEREAS the City of Carmel did retain a consultant to recommend and develop personnel procedures for all city employees with the exception of regular police and fire personnel; and WHEREAS the Office of Mayor and various members of the Common Council have reviewed the recommendations of the consultant concerning personnel policies and procedures; and WHEREAS it is the desire of the Office of Mayor for the Common Council to take affirmative action to support the executive branch in adopting various personnel policies and procedures as recommended by the consultant; NOW THEREFORE BE IT RESOLVED THAT: The Common Council of the City of Carmel hereby supports and encourages the Office of Mayor, the Board of Public Works and Safety, and such other legally established administrative entities dealing with personnel policies and procedures to adopt a formalized personnel system in accordance with the general guidelines as recommended by the consultant which will include salary levels, job descriptions, hiring ~ d Suggeste Resolution Page 2 practices, discharge policies, job application forms, a centralized record system, a grievance procedure, and such other components of a personnel system as may be necessary. BE IT FURTHER RESOLVED THAT: The Office of Mayor be requested to place on file with the Clerk-Treasurer and each member of the Common Council a copy of job descriptions and salary ranges with the names of the individual city employees and the employees respective salary range, and such other personnel matters as may be informative to the members of the Common Council and the Clerk-Treasurer.
