A RESOLUTION OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF CARMEL~
INDIANA~ REGARDING THE MAKING OF AN IMPROVEMENT
WHEREAS, lndiaoa Code 31-9-9 permits landowners to petition their municipal works board requesting the
installation, maintenance and operalion of a system of ornamental street lighting and posts witlr underground wiring; and
WHEREAS, Indiana Code 36-9-38 permits landowners who petition their municipal works board requesting
the installation, maintenance and operation of snch an ornamental street light system to seek the establishment of an
improvement district and the funding of such mnnicipal improvement parsuant to Indiana law; and
WHEREAS, the purported owuers of at least sixty percent (60%) of the city blocks contained in a portion of the
area generally known as "Worthington Estates" subdivision and located generally East of Carey Road, including all or a
part of the streets: Edinburgh Drive, Whitworth Drive, Worchester Court, Worchester Drive, and Kirkgate Court, all in
the City ot' Carmel, Hamilton County, Indiana, have now prepared and presented such a petition ("Petition") as is
described above to tbe Cannel Board of Public Works and Safety CBoard") for its consideration, a copy of which
Petition is attached hereto and made a part bereo~'by reference; and
WHEREAS, Indiana Code 36-9-9-3 requires the Board, upon receipt of such a Petition, to adopt a declaratory
resolution for the making of the improvement described therein, subject to the Board's right to later rescind or modify
such resolution in accordance with Indiana law.
NOW, THEREFORE, BE IT RESOLVED AND DECLARED by the Board of Pnblic Works and Safety of
tbe City of Carmel, Indiana, that the ornamental street light system improvement referenced herein be made, subject to
and in conformance with Indiana law.

Works and Safety for the establishment of an improvement district for the neighborhood

A detailed description of the above improvement is:

* 150 Watt high pressure sodium light
* Aluminum pole
* Concrete Base
* "Acorn" style light fixture
* Underground wire set in conduit
* Estimated useful life = 50 yeats

What would streetlights do for Worthington Estates?
>' Increased security in the subdivision.
~ Increased safety (bus stops, children, walkers, etc... ) for everyone.
,~' Increase the value of all the homes.
~' Increase the aesthetics oftbe entire neighborhood.
What are the costs?
~- $3,000 per light. This includes complete installation (wiring, concrete pad and the
tight).
~- There c°Uld be anywhere from 8 - 15 lights depending upon thc decision of the city
consultant.
> Estimated total cost = $24,000 - $45,000.
> Maintenance costs = 0. This is a joint project with the City of Carmel; therefore, thc
City will maintain the lights and pay for the electricity.
How can the subdivision afford this?
> The BARRETT LAW. This law allows homeowners in a specific area to make
improvements that would benefit everyone in that area, and to assess all the costs
associated with the improvements to ALL the people in that area for a period of 10
years.
~ Example: Based upon 10 streetlights needed.
Amount borrowed: $30,000 Interest Rate: 10% Length of loan: 10 years
Annual payment.., approx: $4,720. The amount per homeowner per year. $80.
)~ The City of Carmel would hill each and every homeowner (even those who do not
sign the petition) approximately $40.00 twice a year for 10 years.
~ This is aff~xed to the home, not the owner.
~' NOTE: The current interest rate and the number of lights will determine
the actual cost.
What needs to happen next?
>, 1. A petition will have to be signed that allows the city to assign a consultant who
will confirm the number of lights needed, and the location of each light.
~ 2. The petition is then taken to the Assessor's office to verify the authenticity of each
signature. A 60% or 36 homeowners, need to sign this petition before the consultant
can begin work.
~' 3, A public hearing (resolution) will be held with the Mayor. This is an opportunity
for each homeowner to ask questions about the project and see the consultants
finalized numbers (# of lights needed, total costs, otc). The resolution is also a
chance to determine the final direction of the project.
