MINUTES
MONDAY, DECEMBER 5, 2005 - 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEMBERS PRESENT:
Mayor James Brainard, Council President Kevin Kirby, Council Members Rick Sharp, Brian Mayo, Joe
Griffiths, Fred Glaser, Ron Carter, Mark Rattermann, and Deputy Clerk-Treasurer Lois Fine.
Clerk-Treasurer Diana Cordray was absent.
Pastor George Fetch, Bethlehem Lutheran Chhrch, pronounced the Invocation.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS:
There w~re none.
APPROVAL OF MINUTES:
Councilor Mayo made a motion to approve the Minutes of the November 21,2005 Regular Meeting.
Councilor Griffiths seconded. Council President Kirby called for the question. The Minutes were
approved 7-0.
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL:
Nyla Johnson, 317 Concord Lane, Carmel, 1N 46032, addressed Council [egarding a public safety issue -
911 call and response time.
COUNCIL~ MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS:
Councilor Sharp informed the Council that the Westin Hotel Chain is now non-smoking.
ACTION ON MAYORAL VETOES:
There were none.
CLAIMS:
Councilor Mayo made a motion to approve the claims in the amount of $1,527,866.14. Councilor Griffiths
seconded. Council President Kirby called for the questions. Claims were approved 7-0.
COMMITTEE REPORTS:
Councilor Glaser reported that the Finance, Administration and Rules Committee had not met.
Councilor Sharp reported that the Land Use, Annexation and Economic Development Committee had nc~t
met.
Councilor Carter reported that the Parks, Recreation and Arts Committee had not met.
Councilor Mayo reported that the Utilities, Transportation and Public Safety Committee bad not met.

PUBLIC HEARINGS
Second Reading of Ordinance D-1787-05: An Ordinance of the Common Council of the City of Carmel,
Indiana Providing for an Additional Appropriation of Funds from Operating Balance of the Cumulative
Capital Development Fund ($1,250,000). Council President Kirby recused himself due to the fact that
there will be products used on the project that will come from his company. Council President Kirby
passed the gavel to Councilor Griffiths and left the Chamber. Councilor Glaser presented this item to
Council. There was no Council discussion. Acting Council President Griffiths opened the Public Hearing
at 6:15 p.m. Seeing no one who wished to speak, Acting Council President Griffiths closed the Public
Hearing at 6:15:30 p.m. There was no Council discussion. Acting Council President Griffiths called for
the question. Ordinance D-1787-05 was adopted 7-0.
Acting Council President Gri friths announced the First Reading of Ordinance Z-485-05; An Ordinance of
the Common council of the City of Carmel, Indiana, Amending the Parking Requirements in the Cannel
Zoning Ordinance (Chapter 27). Councilor Mayo made a motion to introduce this item into business.
Councilor Glaser seconded. Councilor Rattermann presented this item to Council. Council President
Kirby re-entered the Chamber and reclaimed the gaveI from Councilor Griffiths. Council President Kirby
opened the Public Hearing at 6:17 p.m. Seeing no one who wished to speak, Council President Kirby
closed the Public Hearing at 6:18 p.m. There xvas brief Council discussion. Council President Kirby
referred Ordinance Z-485-05 to the Land Use, Annexation and Economic Development Committee for

My name is Nyla Johnson, I reside at 317 Concord Lane.
I am appearing before you tonight as a concerned citizen of Carmel and a grandmother.
On Friday, November 25, at about 2:45 a.m. my 12-month-old granddaughter, Kate,
started seizing. She was thrashing, vomiting and incoherent. We were completely
helpless.
At 2:54 a.m. we call 911. An ambulance was dispatched to my home, which is .08 miles
from the Main Fire Station and 2.1 miles from 131s~ Street Station. (I have driven from
the Main Station, at the speed limit, it took me 3 minutes and driving from the 131st
Street Station it took me 6 minutes, stopping for two traffic lights at 4:00 p.m.)
The ambulance was dispatched from the 131st Street StatiOn and it took them until 3:04
a.m. or 10 minutes to arrive. Because we were not told what to do to assist the
paramedics by the dispatcher, the baby was still clothed and precious time was wasted
because she had to be undressed. They treated Kate for 9 minutes at my home. We
now are at 19 minutes from the time of the 911 call before the baby is stabilized. When
the medic took her vital signs her respiratory count was between 10-12. Chief Callahan
told me that people go into arrest at a 10-12 c~unt. We were very close to losing this
precious little girl.
The baby has recovered. Her family was able to return home to Utah on the following
Friday.
Why am I here?
Both the Fire Chief and the Communication Director confirmed that something went
wrong with the system.
It took too long for the emergency vehicles to arrive. It is a fact that they
could not find my street. The mapping system in the emergency vehicles has
a programming error on some streets - it was showing the location of my
house in two different areas depending if you type in Concord Lane or North
Concord Lane (Concord has no directional prefix). Shouldn't emergency
personnel be required to study and know the streets of the City?
~ believe that the dispatcher did not provide us the information that we should
have been given, such as undressing the baby and sponging her with warm
water to bring her fever down. These are the standard questions/instructions
that were not given.
a. Has she/he had more than one seizure in a row?
b. Is she/he diabetic?
c. Does she/he have a history of heart problems?
d. Is. she/he an epileptic or ever had a seizure before?
e. Don't do CPR
f. Don't hold hedhim down or force anything into hedhis mouth.
g. Move all dangerous objects away from hedhim.
h. When she/he stops seizing, (Lay her/him down) make sure she/he is
breathing.
i. Turn hedhim gently on her/his side when the seizure stops.
I have been told that this dispatcher is one of the best we have. If this is true, I believe
we need better training for our dispatchers. I am sure he was doing his best, but it was
not enough. The Director of the Communication .Center told me that dispatchers are to
keep the caller calm, not give instructions.
Is the solution to have two paramedics at all fire stations at ail times? If there
had been an additional paramedic on duty at the Main Station, he could have
been dispatched in an engine to treat and stabilize my granddaughter. I
understand 6 new paramedics graduated on Friday, which is a start. Maybe
the Main Station, which has the majority of 911 runs in Carmel needs to
immediately have two paramedics on duty, 24 hours a day, seven days a
week. In this area there are 3 nursing homes, a large concentration of
apartments and condos and many old time residents of Carmel who are now
senior citizens, like myself.
Why are police Officers not sent to every emergency call? I feel that the
nearest police officer on duty at the time of an emergency call should respond
to the call. In that way, a professional can review the situation and any
appropriate action can be taken.
Do we need additional ambulances? I understand that we only have 3
ambulances.
I have given a copy of this letter to Chief Callahan and to Marvin Stewart and urge'them
to follow up on these concerns and inform me as to any action that is taken. I hope that
this was the first and only situation Qf this kind - I am asking you to make sure it is.
Each minute that those medics were looking for my home - this precious angel was
slipping away from us. Ten minutes is too long. No direction on what to do by a trained.
dispatcher is wrong. In 1985, this Fire Department saved my husband's life. In 1998,
the 911 Dispatcher instructed me on what to do when he collapsed again, that
dispatcher was in complete control of my actions. I know what kind of response this
department is capable of and as a citizen I expect it.
I am asking you, the City Council, would the response I have described be acceptable
to you if this were your wife, child or grandchild? If not, I am asking you to make sure
whatever broke, gets fixed.
In closing, I want to say thank you to the Fire Department and the Communication
Center. I know you do the best job you can with the training you receive and I hope that
as this city continues tq grow you will only get better. You are greatly appreciated.
