NOVEMBER 27, 1972
This special meeting was requested by Mr. Oral Hurt of the State Board of
Health and was attended by Mr. Hurt, all five (5) Board of Trustees of the
To~n of Carmel, Mr. Herbert Zinsmeister and Mr. Ceaser Stravinski of Clyde
Williams & Associates, Mr. Don McCullough of McCullough & Associates, Mr.
William Karns of American Aggregates, Inc., Mr. Fred Hohl, Town Engineer,
Mr. James Dougherty, Utilities Manager, Mr. Larry Coplen, Building Commiss-
ioner, and Mr. Robert Speed, a Police Commissioner.
Mr. Zinsmeister reviewed the Master Sewer Plan for Mr. Hurt, using the pre-
pared print. Specifically discussed was Int~ceptor across South part of
the Township and the alternate route across 106th Street from 96th Street
plant to vicinity of Meridian Street. Also the present problem on Gray Road
between 96th Street and 106th Street. Another item discussed was the Ansin
agreement in which the Town of Carmel by agreement is to treat sewage in
their future development in Marion County. Still another discussion con-
cerned the North Plant.
The sewer line across the South part of the Township er the alternate route
was discussed and the possibilities of serving the Home Place area in which
there are problems was of interest to Mr. Hurt. He was advised that the
Master Sewer Plan indicated a larger line was necessary than that which the
company of Schutz & Thompson was interested in installing and that it might
be possible to get several of the developers interested in the North Meridian
area to install this line.
The immediate problem of addition sewage line between 96th Street and 106th
Street in the vicinity of Gray Road was explained to Mr. Hurt. Mr. Karms
discussed American Agrregates plans to develop an area South of 126th Street
and East of Gray Road, possibly within the next 5 years. He also discussed
some of their further in the future planning which includes rerouting River
Road. Mr. Karns advised that American Aggregates would contribute the added
costs of putting a new Interceptor to the East of the proposed route shown
on the Master Plan and that they would put in the sewer East of Gray Road
between 126th Street and ll6th Street. He requested assurance that if they
put this line in service would be available to them at time they developed
this area between 126th and ll6th Streets. Mr. Karns agreed to send a letter
to Town Board of Trustees setting forth his above mentioned offer subject to
cost figures to be arrived at by a Clyde Williams & Associates study.
Relative to the Ansin agreement, Mr. Hurt advised such treatment must be by
agreement between the City of Indianapolis, Ansin Company, and the Town of
Carmel. Mr. Zinsmeister advised City of Indianapolis representatives had
advised they could not take care of the Ansin sewage until Castleton Inter-
ceptor was installed at which time Ansin sewage must then be disconnected
from Carmel plant. Mr. Zinsmeister stated this agreement had been discussed
with Mr. Rose, Mr. Ansin's attorney, but he had received no further word of
any progress. Mr. Zinsmeister was instructed to prepare a letter to Mr. Rose
so that Town of Carmel would be on record that no Ansin sewage may be treated
until this agreement is in effect. Mr. Hurt added the comment that the Board
of Health was interested in Carmel serving Clay Township and the Ansin agree-
ment to serve outside the Township was not accepted toe favorably.
In discussing the North Plant, Mr. Hurt advised that the Federal government
will issue no grants after July l, 197~, unless infiltration be greatly re-
duced. He also commented that they also very much favor a I plant operation
rather than multiple plant operation. Included in this discussion was cost
of employees necessary to ~perate multiple plants rather than i large plant.
After further discussion it was concensus that it is probahly North Plant
will not be expanded and could be abandoned if certain things occur.
Mr. Hurt left the meeting following these discussions as he had some travel-
ing to do yet this ever~ng.
Mr. Fred Hohl requested the Board to set a policy relative to sewer service
to newly annexed areas as he is getting telephone calls on this subject and
is unable to give the people a definite answer. Board did not give a defin-
ite reply other than that there is intent to get sewers in as soon as Town
is financially able.
Mr. Zinsmeister asked the Board to give him information as to what should be
Northarn boundary for water and sewer service so they could have this informa-
tion for future planning. Board was of the unanimous opinion Northern
boundary should be l~6th Street (Gray Road).
Board agreed unanimously to have the Fire Department put up the decorations
for the Jaycees and Business Professional Women organizations. These are
the decorations for the Christmas season and are to be put up in the old
downtown section of Carmel.
