Carmel Parish Life Center Addition. The applicant seeks the following special use amendment approval for a building addition and site modifications: 2. Docket No. PZ-2021-00144 SUA UDO Section 2.05 (and 9.09.E) Institutional Special Use amendment (expansion). The site is located at 14598 Oak Ridge Rd. It is zoned S2/Residence. Filed by Andy McNeilly of CSO Architects on behalf of Our Lady of Mt. Carmel Catholic Church. General Info & Analysis: The Our Lady of Mt. Carmel parish has been a part of the community since the 1950s. The congregation relocated to its present-day site of 146th St. and Oak Ridge Rd. in the late 1950s. Several building additions and site changes have been approved over the years to accommodate the growing membership and ministries. Today, the Petitioner seeks special use amendment approval for site modifications, as well as a building addition which exceeds 10% of the existing approved ground floor area. The Technical Advisory Committee (TAC) reviewed the proposal, and this special use amendment item was on their August 18, 2021 meeting agenda. Technical aspects of the project are reviewed by TAC, and aesthetic aspects are also reviewed, such as landscaping, lighting, and architecture. TAC members include representatives from all City and the County agencies, as well as utility company representatives, such as from the gas, water, and electric companies. The Petitioner addressed all planning/zoning review comments; the Planning Dept. supports the special use amendment request. Findings of Fact: Please refer to the petitioner’s Findings of Facts included in their info packet. Recommendation: The Dept. of Community Services (DOCS) recommends positive consideration of Docket No. PZ-2021-00144 SU Amend, with the condition of the Petitioner addressing all remaining TAC review comments, as well as with the adoption of the findings of fact submitted by the Petitioner.
