Approved 8-0,absent Westermeier. Communications,Bills,Expenditures,& Legal Counsel Report: Paul Reis: Nothing to Report I Reports,Announcements&Department Concerns: Alexia Lopez: 1. Outcome of Projects at Committees: a. Commercial: Cancelled due to no items to review i. Docket No. PZ-2021-00099 ADLS Amend: Ed Martin Service Bay Add.—Tabled to Sept. 7 meeting b. Residential: Cancelled due to no items to review 2. Be Well Family Care Public Notice: Request to suspend the Rules of Procedure, due to the Petitioner not sending out mailing notices to adjacent property owners by Certificates of Mailing.Instead,they were sent by first class mailings. A Motion made by Rider and seconded by Potasnik to suspend the Rules of Procedure in order to hear Be Well Family Care at tonight's meeting. Approved 8-0,absent Westermeier. Public Hearings: Brad: Explained the Plan Commission Rules of Procedure for a public hearing. 1. Docket No.PZ-2021-00113 DP/ADLS: Be Well Family Care. The applicant seeks site plan and design approval for a new medical office building on a vacant parcel.The site is located at 12430 Clark Street within the Cannel Science and Technology Park. It is zoned M-3/Manufacturing Park District. Filed by Roger Ward of Roger Ward Engineering,Inc.on behalf of the owner. Petitioner: Ted Nolting,Kroger Gardis&Regas,LLP: • The petitioner,Be Well Family Care is a functional medicine practitioner that is currently located 11495 N. Pennsylvania St. in Cannel • We are proposing a 9,183 sq. ft. one story building,constructed of brick,cast stone,and wood panels • Lot coverage is at 34%,where 80%is allowed • We agreed to preserve the majority of the trees on site,with a 145' wide tree preservation easement • We meet all the M-3 zoning district standards 1 Plan Commission Meeting Minutes 8-17-21 • We are still working on our signage to avoid requesting a variance for an additional sign • 45 parking spaces and 4 bike parking spaces will be provided • A representative from Roger Ward Engineering is here to answer any technical questions Public Comments: Tonya Caplinger,503 Beals Street: My property backs up to the subject site. We ask if they can place the parking, dumpster,and delivery trucks on the side that doesn't face our homes. There are multiple large trees along the rear property lines of my subdivision.One large tree fell on my house. Hopefully they can look at the existing trees and remove any sick trees.Is there a plan for trees?Which trees will be removed and kept? Rebuttal to Public Comments: Graham Marshall,Roger Ward Engineering: • The parking lot and trash enclosure will be placed on south end of the property • The tree inventory and preservation is part of the City Planning,and we are fulling their requests Department Report: Alexia Lopez: • The building will be set back in the middle of the property with the front door oriented towards Clark Street • One access point will be off of Clark Street • Detention will be provided on the west portion of the lot,and the Petitioner will continue to work through the Engineering Department's review comments • The one-story building will be composed of brick,cast stone,and architectural wood panels • The HVAC units will be placed on the east portion of the roof with a metal screen around it. We ask the Petitioner to provide more views from Clark Street to show this will be properly screened. • The tree preservation easement on the east side of the site will be approximately 145' wide • There will be a 50' building setback from the north perimeter • Currently they are showing two signs,and Staff would only support 1 sign for this site, since there's only one access point from the street • Remaining comments include,Engineering approval,additional views from Clark Street of the HVAC units,and to reduce their signage to one wall sign(no ground sign) • We ask you to work with the City's Urban Forester on the existing large trees on the perimeter of this property • We recommend this is continued at the Sept. 7 Commercial Committee with final voting authority Committee Comments: Alan: When we have a situation like this,when there's a fallen dead tree,does the City Arborist conduct an inventory of the existing trees and to point out any dead trees? Alexia Lopez: The City typically does not do any site inventory of existing trees. Usually,the petitioner will hire their own arborist to go through the trees on site,but we can have our Urban Forester to go through this site and look for any dead trees. Nick: Will the wood covered aluminum panels deteriorate being on the west side of this building and exposed to the sun? Is there any kind of maintenance involved?Graham Marshall: I will need to look into the weather proofing for these. Kevin: We are requesting that the trees along the perimeter are inspected by the City's Urban Forester.Alexia Lopez: We will fulfill this request.Brad: I suspect why some of the trees have fallen or gotten sick,is because of the limited access to these trees.The HOA could cooperate to provide access to these trees. A Motion made by Zoccola and seconded by Rider to send Docket No. PZ-2021-00113 DP/ADLS to the Sept. 7 Commercial Committee with them having final voting authority. Approved 8-0,absent Westermeier.
