1. Docket No. PZ-2021-00099 ADLS Amend: Ed Martin Buick GMC Service Bay Add.
The applicant seeks site plan and design approval for a 4,348 sq. ft. building addition to the existing service
center. The overall site is 7.35 acres and is located at 9896 North Michigan Road. It is zoned I-1/Industrial and is
located within the US 421 Overlay Zone. Filed by Brian Cross of Civil Site Group, Inc.
Project Overview:
The Petitioner seeks to add onto the existing building for an expanded service center. Surrounding this site on the north,
and south are all businesses located within the I-1/Industrial and US 421 Overlay Zone. West of this site, the properties
are also I-1, but not located in the US 421 Overlay Zone. To the east across Michigan Road are other commercial
properties, zoned B-2/Business and B-3/Business, as well as also located in the US 421 Overlay Zone. Please see the

Unified Development Ordinance (UDO) Standards this project MEETS:
I-1/Industrial:
• Maximum lot coverage: 90% allowed, 70% existing
• Maximum building height: 23’ proposed for addition, 60’ allowed
US 421 Overlay Zone:
• Permitted use: Auto/boat sales, auto/truck repair (indoor)
• Minimum side yard: 20’ required, 114’ proposed (south)
UDO Standards NOT MET, therefore adjustments are required:
• UDO Section 1.07.E.2.: Compliance with the Transportation Plan
• UDO Section 3.98.A.: Bicycle and Pedestrian connectivity: Paved walkway from the path to the front door
required
• UDO Section 5.29: Bicycle parking: 2 spaces/1 rack required
Site Plan and Engineering:
The proposed building addition will be placed on the south side of the existing building, adjacent to the current service
center. It will be placed over existing asphalt parking area, keeping clear of the drive aisle providing access to the back of
the site and to Michigan Road. The Petitioner is currently working through drainage review and concerns with the
Engineering Department.
Active Transportation:
Path is currently provided along Michigan Road. The Petitioner has now added a striped path on the pavement for
delineated access from Michigan Road to the front door of the building. There is currently no sidewalk along 99th Street as
is required by the Thoroughfare Plan. The Petitioner is addressing this by opting to pay into the Non-Reverting
Thoroughfare Fund for the cost to construct the sidewalk. Lastly, the Petitioner will be adding one inverted U style 1
bicycle parking rack near the front door to be in full compliance with the UDO.
Architectural Design:
The design of the proposed building addition will continue the existing materials on the main dealership building. It will
be constructed of a stone base, brown/tan brick, and a decorative cornice line at the top.
Lighting:
Wall pack style lights which match other lighting on the back side of the existing building will be provided around the
addition.
Landscaping:
This site has had compliance issues with tree care for some time now. The main issue has been the topping of trees, which
damages the structure of a tree, exposes it to decay and disease, as well as significantly reducing the life span of the tree.
The Urban Forester has been working with the Petitioner and now has an approved plan to move forward with replanting

of new species of trees.
Signage:
No signage is proposed for this addition.
July 20, 2021 Public Hearing Recap:
The Petitioner gave an overview of the project – showing that the building addition will go over existing pavement. They
discussed working with their Landscape Architect on a new plan to share with Daren Mindham. They will be updating the
landscape plan originally approved in 2000 to mitigate the ongoing maintenance and visibility issues the Honey locust
trees have caused for years. Plan Commission members had questions about the pedestrian access to the front door and
grade changes of the site. The project was sent to the Commercial Committee with the Committee having final voting
authority.
DOCS Remaining Comments/Concerns: None.
Recommendation:
The Department of Community Services recommends the Commercial Committee votes to Approve this item this
evening.
