Police Dept.-2001 Maintenance - Heating/AC Systems - Buildings # 11, # 15, #30 Appropriation #1110-515-01; P.O. #05978 Contract Not To Exceed $4,200.00 APPROVED, AS IO RIDER TO GOODS AND SERVICES AGREEMENT This Rider to the Goods and Services Agreement ("Agreement") executed by Frank E. Irish, Inc. ("Vendor") and the City of Carmel, Indiana ("City") on November 5, 1997 (City Contract No. ~d Safety, and Vendor on this _ WHEREAS, on January 1, 2001, the City instituted a mandatory "purchase order system" for the City's purchase of all goods and services exceeding Two Hundred Fifty Dollars ($250.00) in value; and WHEREAS, in order to operate under this "purchase order system," every City contract must contain an estimate of the cost of providing goods and services to the City pursuant to such contract, and the City must rely on this estimate when encumbering sufficient monies to pay for same. NOW, THEREFORE, THE PARTIES AGREE AS FOLLOWS: 1. The above Recitals are incorporated herein as though they were fully set forth below. 2. Vendor estimates that the total cost for all goods and services ("Goods and Services") provided to City pursuant to the Agreement during calendar year 2001, which consists of labor and materials to provide seasonal maintenance on heating and cooling systems at Buildings #1 I, #15, and #30, will not exceed $4,200.00 (the "Estimate"). 3. City agrees to prepare a purchase order setting aside the sum of the Estimate to pay for the Goods and Services provided during the time period covered by the Estimate, and to indicate budget appropriation number 1110-515-01 as being that from which such Goods and Services are to be paid on said purchase order. 4. Vendor agrees to notify City, in writing, when the total cost for all Goods and Services provided to City by Vendor pursuant to the Agreement during the time period covered by an Estimate reaches the amount of the Estimate. 5. Vendor agrees that it will not provide any Goods or Services to City during the time period covered by an Estimate if the provision of same would cause the total cost of the Goods and Services provided to City during such time period to exceed the Estimate amount, without prior written City approval. 6. This Rider shall continue in effect from year to year, unless earlier modified or terminated in writing by the parties hereto, except that this Rider shall automatically terminate on the date on which the Agreement itself is terminated. 7. The terms of this Rider shall supercede any contrary terms or conditions contained in the Agreement. All Agreement terms and conditions not so affected shall remain in full force and effect, are incorporated herein by this reference and shall apply to this Rider as well. Frank E. Irish, Inc. Exercise unloaders. Condenser I: Check arid verify proper operation of controls, motor and electrical; lubricate; fully clean unit; replace belts as necessary. Check for refrigerant leaks, verify operation of all (6) stages of head pressure control system fan control. Buyer's own forces will clean coils and clean debris from unit. As above. Air Handler I: Check and verify proper operation of fan and motor; lubricate and replace belts as necessary; clean coils and dampers; check electrical operation. Check cooling coils and mixing valves. E: As above, plus verification of damper actuation. VAV boxes Verify .integrity of ductwork and iniet/outlet connections; check for proper damper operation; lubricate and check for proper operation; clean. E: As above. E: All the above, plus calibrate controls and exercise all safeties. NOTES: 1. Water treatment is included for the closed loop system as well as the cooling towers; analysis and chemicals for the closed loop system are to be provided. Bi-monthly water treatment checks will be included per the schedule in Appendix l, for the cooling towers and closed loop networks. Reports from each inspection and evaluation visit will be submitted to the Buyer within 5 working days after technician's visit. An allowance shall be included to provide some trouble-shooting assistance (as required) with the four (4) Graham #1575 AC Frequency Drives. These units were out of warranty after March 1993. All of the above, plus full manual unit flush and piping check. Unit Heaters I: Check wiring, controls and safety devices; clean fhn and lubricate; measure current draw; clear air distributors; check temperature. All of the above plus check thermostat calibration and motor integrity. Pumps I: E: Check packing or mechanical seal; lubricate bearings and/or coupling as required; check piping integrity; inspect wiring and starter; measure operating amps; note operating pressures; verify flow. Clean strainers. All of the above, plus thorough cleaning of windings and couplings; verify gauge accuracics by use of dead load tester. Check and record suction and discharge pressures. Clean condensate pan, drains and P-traps. All of the above, plus complete cleaning of all coils and motor windings; change oil as required. Cooling Towers I: Full inspection of unit for scale build-up, corrosion or fouling; check spray nozzles, drain system; heaters; verify controls operation; clean sump; check belts; lubricate; check water treatment; drain and wiaterize per schedule, check spray pump operation. All of the above plus clean fans, test all contrt~l limits and inspect all control limits and inspect all flow channels; clean unit as required. Exhaust Fans I: Verify proper operation, clean fan and fully lubricate; checkelectrical; verify integrity of electrical service. E: As above.
