Tuesday, September 7, 2021 Meeting Minutes

The Commercial Committee met to review the following item:

2. Docket No.PZ-2021-00113 DP/ADLS: Be Well Family Care.
The applicant seeks site plan and design approval for a new medical office building on a vacant parcel.
The site is located at 12430 Clark Street within the Cannel Science and Technology Park.It is zoned M-
3/Manufacturing Park District.Filed by Roger Ward of Roger Ward Engineering,Inc. on behalf of the
owner.
Petitioner: Ted Nolting,Kroger Gardis&Regas,LLP:
• With me tonight is the project architect,George Small
• We are proposing a 9,813 sq. ft.medical center with 45 parking spaces on 2.25 acres
• We have gone through the TAC process and have answered all questions
• A few questions were asked about the signage at the Plan Commission meeting
• Two signs were proposed and only one is allowed.A variance request would be needed for the additional
signage. We ask that our proposal is approved tonight with the signage package approved at a later date.
• Passed out updated elevations, wall siding pamphlet, and a physical sample of the exterior wood paneling
• The neighbors had concerns if the rooftop HVAC units could be seen from the street.They will be
screened and won't be visible from the street.
• Another concern mentioned was the maintenance of existing trees on the perimeter.We will keep a 150'
of the existing trees as an easement. We will have an arborist inspect this area to see if any trees need to
be removed.
• We meet all parking, lighting, setback,and lot coverage requirements
Department Report: Rachel Keesling:
• The Petitioner confirmed that the height of the screening material for the HVAC units will match the
height of the actual units. This site is also 4' to 5' higher than the adjacent neighborhood, so you won't be
able to see any of the rooftop units.
• The Urban Forester found no issues with the existing perimeter trees after his inspection.We want to

preserve as many trees as possible.
• We received clarification on the architectural wood panels at tonight's meeting
• We can examine all options for their signage package.Only one sign is allowed.Either a wall sign or
ground sign. We can approve this tonight,contingent upon Staff's approval of their signage.
• Staff recommends approval at tonight's meeting since the Committee has final voting authority
Committee Comments:
Alan: Will there be any issues with the exterior lighting on this site? Rachel Keesling: With the addition of
keeping the existing perimeter trees along the north property line and all the footcandles of the exterior lighting
footprint cannot cross over the property line.Kevin: We do have an Ordinance that does not allow exterior light
to bleed off the property in any project. Tonya Caplinger,503 Beals Street: We do have bright lights from a
nearby manufacturing building to the west of our property line. In the wintertime,the trees are bare,and we have
lighting that comes in from this building.Kevin: Staff will notify Code Enforcement to look into this warehouse
property.
A Motion made by Rider and seconded by Kestner to approve PZ-2021-00113 DP/ADLS conditioned upon
the Petitioner works with DOCS Staff on the final approval of the exterior signage.
Approved 3-0,absent Hill.
