COMMON COUNCIL
MEETING MINUTES
MONDAY, SEPTEMBER 20, 2021 – 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Sue Finkam; Council Members: Laura Campbell, Kevin D. Rider, Adam Aasen, Tim
Hannon, Anthony Green, Miles Nelson, Jeff Worrell and Deputy Clerk Jacob Quinn were present.
Councilors H. Bruce Kimball was not present.
Council President Finkam called the meeting to order at 6:00 p.m.
AGENDA APPROVAL
Council added an additional Presentation of Good Samaritan Award to the agenda under Recognition of
City Employees and Outstanding Citizens. The updated agenda was approved unanimously.
INVOCATION
Pastor Andy Stephenson, Northview Church, delivered the Invocation.
Councilor Worrell led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
Chief James Barlow, Carmel Police Department, presented Good Samaritan Awards:

Jackie Phillips, Carmel Healthy Neighborhoods Alliance, spoke in favor of Ordinance Z-669-21.
COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS
Councilor Nelson thanked everyone for their work on Porchfest.
Councilor Aasen recognized September as National Suicide Prevention Month and National Recovery
Month and encouraged those needing to help to reach out for help.
CONSENT AGENDA
Councilor Rider moved to approve the consent agenda. Councilor Worrell seconded. There was no
Council discussion. Council President Finkam called for the vote. The motion was approved 8-0.

ACTION ON MAYORAL VETOES

COMMITTEE REPORTS
Councilor Worrell reported that the Finance, Utilities and Rules Committee had not met.
Councilor Rider reported that the Land Use and Special Studies Committee had not met.

Henry Mestetsky, Redevelopment Director, gave the monthly Redevelopment Commission report.
OLD BUSINESS
Council President Finkam announced the Second Reading of Ordinance Z-669-21; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending the Automobile Service Station Use-Specific
Standards and Definitions in the Unified Development Ordinance. Councilor Finkam removed the item
from the Land Use and Special Studies Committee. Jon Oberlander, Interim Corporation Counsel,
addressed Council. Councilor Rider moved to amend Ordinance Z-669-21 by striking lines 45-47.
Councilor Campbell seconded. There was no Council discussion. Council President Finkam called for the
vote. The motion to amend was approved 8-0. Councilor Rider moved to approved Z-669-21 As

Amended. Councilor Campbell seconded. There was no Council discussion. Council President Finkam
called for the vote. Ordinance Z-669-21 As Amended was approved 8-0
PUBLIC HEARINGS
Council President Finkam announced the First Reading of Ordinance D-2590-21; An Ordinance of the
Common Council of the City of Carmel, Indiana Vacating Right-of-Way Located Entirely Within the
Corporate Boundaries of Carmel, Indiana. Councilor Rider moved to introduce the item into business.
Councilor Campbell seconded. Councilor Rider presented the item to Council. Council President Finkam
opened the public hearing at 6:51 p.m.
James Thomas, the petitioner, informed Council that they have an executed agreement with the property
to the South and long-term maintenance worked out. They hope to have the hole that is present filled in
within the next year.
Seeing no one else who wished to address Council, Council President Finkam closed the public hearing at
6:52 p.m. Councilor Rider moved to suspend the rules and act on this tonight. Councilor Campbell
seconded. There was no Council discussion. Council President Finkam called for the vote. The motion
was approved 8-0. Councilor Rider moved to approve Ordinance D-2590-21. Councilor Campbell
seconded. There was no Council discussion. Council President Finkam called for the vote. Ordinance D-
2590-21 was approved 8-0.
Council President Finkam announced the First Reading of Ordinance D-2595-21; An Ordinance of the
Common Council of the City of Carmel, Indiana, Establishing the Appropriations for the 2022 Budget.
Councilor Rider moved to introduce the item into business. Councilor Green seconded. Mayor James
Brainard presented the 2022 Budget and fiscal plan to Council. Council President Finkam opened the
public hearing at 7:13 p.m.
Judy Hagan stated that she was concerned about the long-term health and long-term development of the
parks as the township bonds go away. She also stated she would like to know where the park impact fees
are going.
Seeing no one else who wished to address Council, Council President Finkam closed the public hearing at
7:17 p.m. Mayor Brainard addressed the concerns of Judy Hagan. Director Mestetsky addressed Council
regarding park impact fees. There was extensive Council discussion. Council President Finkam asked
Councilor Worrell to have park impact fees as a topic of discussion at a future Finance, Utilities and Rules
Committee meeting. Council President Finkam held the item over to the next meeting and did not send it
to committee.
NEW BUSINESS
Council President Finkam announced the First Reading of Ordinance D-2596-21; An Ordinance of the
Common Council of the City of Carmel, Indiana, Authorizing the Issuance of Economic Development
Tax Increment Revenue Bonds to Support the Hamilton Crossing Development Project, and Authorizing
and Approving Other Actions in Respect Thereto. Councilor Rider moved to introduce the item into
business. Councilor Green seconded. Tom McGowan, President and CEO of Kite Realty, presented the
item to Council. Matt Koscal, Senior Vice President and Chief Administrative Officer, addressed Council.
Council President Finkam referred the item to the Finance, Utilities and Rules Committee.

Council President Finkam announced the First Reading of Ordinance D-2591-21; An Ordinance of the
Common Council of the City of Carmel, Indiana, Fixing Salaries of Appointed Officers and Employees of
the Carmel City Clerk for the Year 2022. Councilor Rider moved to introduce the item into business.
Councilor Campbell seconded. Councilor Worrell introduced the item to Council. Council President
Finkam referred the item to the Finance, Utilities and Rules Committee.
Council President Finkam announced the First Reading of Ordinance D-2592-21; An Ordinance of the
Common Council of the City of Carmel, Indiana, Fixing Salaries of Appointed Officers and Employees of
the Carmel City Court for the Year 2022. Councilor Rider moved to introduce the item into business.
Councilor Campbell seconded. Councilor Rider introduced the item to Council. Council President Finkam
referred the item to the Finance, Utilities and Rules Committee.

business. Councilor Campbell seconded. Councilor Rider introduced the item to Council. Council
President Finkam referred the item to the Finance, Utilities and Rules Committee.

Common Council of the City of Carmel, Indiana, Fixing Salaries of Elected Officials of the City of
Carmel, Indiana, for the Year 2022. Councilor Rider moved to introduce the item into business. Councilor
Campbell seconded. Councilor Rider introduced the item to Council. Council President Finkam referred
the item to the Finance, Utilities and Rules Committee.
