COMMON COUNCIL
MEETING MINUTES
MONDAY, AUGUST 16, 2021 – 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Sue Finkam; Council Members: Kevin D. Rider, Adam Aasen, Tim Hannon, Anthony
Green, Miles Nelson (Via Microsoft Teams), Jeff Worrell and Deputy Clerk Jacob Quinn were present.
Councilors H. Bruce Kimball and Laura Campbell were not present.
Council President Finkam called the meeting to order at 6:00 p.m.
AGENDA APPROVAL
Council re-ordered the agenda to move the Carmel Police Department Teen Academy report to after
Recognition of City Employees and Outstanding Citizens.
INVOCATION
Rev. Tim Burchill, Carmel United Methodist Church, Carmel Police Department Chaplain, delivered the
Invocation.
Councilor Worrell led the Pledge of Allegiance.
Presentation on the Carmel Police Department Teen Academy
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL
There were none.
COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS
Councilor Green thanked the Carmel Police Department for their work in keeping kids safe as kids
returned to school.
CONSENT AGENDA
Councilor Rider moved to approve the consent agenda. Councilor Aasen seconded. There was no Council
discussion. Council President Finkam called for the vote. The motion was approved 7-0.

There were none.
COMMITTEE REPORTS
Councilor Worrell reported that the Finance, Utilities and Rules Committee had met and that he would
report on the items returning when they appear on the agenda.
Councilor Rider reported that the Land Use and Special Studies Committee had not met.

There were none.
PUBLIC HEARINGS
Council President Finkam announced the First Reading of Ordinance Z-669-21; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending the Automobile Service Station Use-Specific
Standards and Definitions in the Unified Development Ordinance. Councilor Rider moved to introduce
the item into business. Councilor Green seconded. Adrienne Kelling, Department of Community Services,
presented the item to Council. Council President Finkam opened the public hearing at 7:55:10 p.m.
Jackie Phillips, Carmel Healthy Neighborhoods Alliance, presented in favor of Z-669-21.
Heather Misra spoke in favor of Ordinance Z-669-21
Seeing no one else who wished to address Council, Council President Finkam closed the public hearing at
6:32 p.m. There was extensive discussion. Council President Finkam referred the item to the Land Use
and Special Studies Committee.
NEW BUSINESS
Council President Finkam announced Resolution CC-08-16-21-01; A Resolution of the Common
Council of the City of Carmel, Indiana, Expressing Interest in the Purchase of Certain Properties Valued
at Over $25,000 and Associated with a City Improvement Project. Councilor Rider moved to introduce
the item into business. Councilor Green seconded. Councilor Worrell reused himself from the vote and
discussion. Jeremy Kashman, City Engineer, presented the item to Council. Jon Oberlander, Interim
Corporation Counsel, addressed Council. Councilor Rider moved to approve Resolution CC-08-16-21-01.
Councilor Aasen seconded. There was no Council discussion. Council President Finkam called for the
vote. Resolution CC-08-16-21-01 was approved 7-0 (Worrell recused).

ADJOURNMENT
Council President Finkam adjourned the meeting at 7:00 p.m.
