Explanation of Request
The Applicant, Artistic Composite Pallets LLC, seeks to obtain approval to install three (3) corrugated bolted silos to
house materials that are used in the manufacturing process of composite pallets that are sold to end-users. The
additional silos will allow the Applicant to expand its manufacturing capabilities at the current site.
The site is zoned I-1 and the existing use conforms to that designation. Accessory buildings are permitted, but
limited to a height of eighteen feet (18’). Applicant seeks a development standards variance to allow the accessory
structures, the silos, to be a height of up to forty feet (40’) each. Specific details regarding the silos and their
proposed location are noted below.

• Color: Sherwin-Williams 9121 Sawgrass Basket (i.e. a light yellowy tan)

FINDINGS OF FACT - DEVELOPMENT STANDARDS VARIANCE
The approval of the requested variances will not be injurious to the public health, safety, morals and general welfare
of the community because:

of the community because the requested variance is intended to permit the Applicant to appropriately expand the
existing manufacturing capabilities and the granting of the variances should not have an injurious impact to the
public health, safety, morals and general welfare of the community, because the accessory structures will be located
at the rear of the site, at the existing docking area, will not exceed the existing height of the building and will have
limited visibility from existing public right-of-way areas.
2. The use and value of the area adjacent to the property included in the variance will not be affected in a substantially
adverse manner because:
The use and value of the area adjacent to the real estate that is the subject of the requested variance will not be
affected in a substantially adverse manner because the current conforming use of the property allows for accessory
structures. The Applicant’s proposal locates the structures at the rear of the site, at the existing docking area, will not
exceed the existing height of the building and will have limited visibility from existing public right-of-way areas.
The surrounding zoning is consistent with the subject parcel operations.
3. The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the
use of the property because:

the Applicant will be unable to expand the manufacturing capabilities of its operations to meet the needs of an
expanding customer base.
DECISION
IT IS THEREFORE the decision of the Carmel Board of Zoning Appeals – Hearing Officer that the Development Standards
Variance Docket No. PZ-2021-00181 V is granted, subject to any conditions stated in the minutes of this meeting, which are
incorporated herein by reference and made a part hereof.
