EXECUTIVE ORDER

WHEREAS, the Executive believes that, to ensure a prompt, consistent City
response for necessary purchases and purchase orders, that a definition of signature
authority for processing purchase orders is necessary following the requirements of the
Indiana Public Purchasing Statute. (Indiana code 5-22)
WHEREAS, there may be an event that the Purchasing Agent, designated as
Stephen Engelking, Director of Administration, is absent or unavailable to sign necessary
purchase orders; and
WHEREAS, Deputy Purchasing Agent, Sherry S. Mielke, has knowledge and
expertise in regard to the purchase requirements of this Purchasing Agency.
NOW, THEREFORE, by virtue of the authority granted to me as Mayor of the
City of Carmel, Indiana, I, James Brainard, do authorize Sherry S. Mielke, to act in the
capacity of Purchasing Agent in the administration of the duties of the Purchasing
Agency during the absence of the Purchasing Agent. (Pursuant to Indiana code 5-22-2-
26)

WHEREAS, the Executive believes that, to ensure a prompt, consistent City
response for the necessary payment of claims, that a definition of signature authority for
processing claims is necessary; and
WHEREAS, the Director of the following City of Carmel Departments are
authorized to sign the claim forms generated within their respective departments: Police
Department, Fire Department, Street Department, Utilities, Engineering, Legal
Department, Department of Community Services and Communication Center. The
Director Administration will sign all claims for the Department of Administration
(including Information Systems, Human Resources, Facilities/Maintenance and
Community Relations), Board of Public Works and Safety and the Mayor's Office; and
WHEREAS, there may be an event that a Director of one of the above designated
departments, is absent or unavailable to sign claims; and
WHEREAS, it is necessary to submit the claim for payment with an authorized
signature, the Director may delegate in writing his or her authority for signature to a
designated Deputy Purchasing Agent. In the event, the Deputy Purchasing Agent is
unavailable, the claim may be submitted to the Director of Administration for signature;
and
WHEREAS, it is also necessary to provide a memo identifying the persons
authorized to sign claims, along with appropriate signatures, to be provided to the Clerk-
Treasurer's Office annually. Interim changes may be reported as necessary.
NOW, THEREFORE, by virtue of the authority granted to me as Mayor of the
City of Cannel, Indiana, I, James Brainard, do authorize the substitution of an authorized
signature in the event of absence of a Director as described above.
