EXECUTIVE ORDER
JB 2005 - 4
WHEREAS, the Indianapolis region has been designated a non-attainment area by
the federal Environmental Protection Agency (EPA); and
WHEREAS, the air quality in this area is negatively impacted by the.number of
vehicles, the lack of mass transit as well as sprawling development patterns; and
WHEREAS, the City has been negatively affected by the rising price of gasoline
and diesel fuels; and
W~IEREAS, the City of Carmel desires to take positive steps to reduce our
consumption of gasoline and diesels; and improve our air quality and control our expenses; and
WHEREAS, the City of Carmel seeks to show that it is responding to the reg/onal
federal non-attainment status so that we are not penalized with the loss of federal transportaOon
and economic development funds;
NOW, THEREFORE, by virtue of the power and authority granted to me as
Mayor of the City of Carmel, I, James Brainard, do hereby declare and order that, effective on
and after August 24th, 2005:
All new vehicles purchased by the City of Carmel will be alternative fuel or hybrid
vehicles unless an exception is made by the Executive of the City of Carmel in the
instance, where the city needs a special vehicle for which an alternative fuel or hybrid
model is not yet available.
