HomeMy WebLinkAboutD-1467-00 2001 City SalariesORDINANCE D-1467.-00 AS AMENDED AN ORDINANCE FIXING SALARIES OF APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF CARMEL, INDIANA FOR THE YEAR 2001 BE IT ORDAINED BY THE COMMON COUNCIL OF THE CFFY OF CARMEL, INDIANA, THAT: I, the undersigned, James Brainard, Mayor of the City of Cannel, Indiana, as required by Indiana Code 36-4-7-3 and Indiana Code 36-8-3-3, do hereby fix the maximum salaries and pay schedule of appointed officers and employees of the City of Cannel, Indiana beginning December 23, 2000 and continuing, thereafter, unlil December 21, 2001 and request that such salary rates be approved by the Common Council as follows: DEPARTMENT & POSITION UP TO A MAXIMUM BI-WEEKLY SALARY POLICE POLICE CHIEF 2597.19 ASSISTANT CHIEF 2315.04 MAJOR 2172.31 LIEUTENANT 1938.81 SERGEANT 1750.69 PATROL OFFICER FIRST CLASS 1570.00 PATROL OFFICER 1562.54 PROBATIONARY PATROL OFFICER (2001 new hires) 1302.08 PUBLIC SF~VICE OFFICER 1302. 08 MECHANIC I 1522, 19 MECHANIC II 1374.38 QUARTERMASTER/FLEET MANAGER 1280.31 OFFICE ADMINISTRATOR 1280.31 ADMINISTRATIVE ASSISTANT 1I 1211,23 ADMINISTRATIVE ASSISTANT fit 1172.23 RECEPTIONIST 1172.23 RECORDS SUPERVISOR 1280.31 RECORDS CLERK 1172.23 PART-TIMEFFEMPORARY UP TO $12.50 PER HOUR Section 1. For the purpose of ensuring the consistency of retiree pension payments, all First Class Patrol Officers shall receive an identical salary. When an officer is promoted to First Class, his or her sala~ shall be increased to the level of other First Class Officers which is the amount that will be certified to the State for pension purposes. Section 2. Designated Field Training Officers, as a function of their position and at the designation of the Chief of Police, shall be entitled to receive up to $2.30 per hour for the responsibility of supervising and training new rexmill, in addition to all other forms of compensation. Section 3. Police Officers who meet criteria specified by Cannel Police Depa~ talent Rules and Regulations may qualify for the specialty pay specified below in addition to all other forms of compensation: MASTER PATROL OFFICER INVESTIGATOR UP TO $1550.00 PER YEAR UP TO $2000.00 PER YEAR Section4, Each officer shall be entified to rexeive only one (1) type of spexialty pay (Master Patrol Officer or Investigator) at any given time. The officer shall receive the higher specialty pay for which he or she is eligible. All specialty pay shall cease when an employee no longer performs the duties associated with the pay or no longer meets the qualifications for such pay whether the change results from the decision/action of the City or of the employee. Section 5, Officers whose regularly assigned tour of duty begins between the hours of 2:00 p.m. and 11:00 p.m, shall be entitled to receive shift differential pay of $.50 per hour for each hour worked in addition to all other forms of compensation. Section 6. Officers of the Cannel Police Department shall receive a clothing allowance of $900.00 per year to be divided and paid semi-annually. Four hundred fifty dollars ($450) will be included in the second pay in Februmy and in the second pay in August. Section 7. S6(d)(6). A Telecommunicator who meets criteria specified by the Carmel Clay Commtmications Center may qualify for the specialty pay specified below in addition to all other forms of compensation. Said compensation shall be: TRAINING OFFICER TRAINING COORDINATOR IDACS COORDINATOR UP TO $500.00 PER YEAR UP TO $750.00 PER YEAR UP TO $750.00 PER YEAR 2 Section 9. Each Telecommunicator shall be entitled to receive only one ( 1 ) type of specialty pay (Training Officer, Training Coordinator or IDACS Coordinator) at any given time. The Telecommumcator shall rec/~ve the higher specialty pay for which he or she is eligible. All specialty pay shall cease when an employee no longer performs the duties associated with the pay or no longer meets the qualifications for such pay whether the change results from the decisinn/action of the City or of the employee. Section 10. Telecommunlcators whose regularly assigned shift begins between the hours of 2:00 p.m. and 11:00 p.m. shall be entitled to receive shit~ differential pay of $. 50 per hour for each hour worked in addition to all other forms of compensation. Each timfighter shall be entified to receive only one (1) type of specialty pay (Hazardous Materials, Shift Investigator, Master Firefighter, Paramedic or Mechanic) at any given time. The firefighter shall receive the higher specialty pay for which he or she is eligible. All specialty pay shall cease when an employee no longer performs the duties associated with the pay or no longer meets the qualifications for such pay, whether the change results from the decision/action of the City or of the employee. Section 14. Twenty-four (24) Hour Fire Schedule Pay shall be paid to fire department personnel required to work a 24 hour shift as specified below: BI-WEEKLY BATTALION CHIEF CAPTAIN LIEUTENANT FIREFIGHTER LIP TO 143,00 LIP TO 143.00 UP TO 136.00 UP TO 125.00 Firefighters hired at~er January 1, 1999, will not be eligible for 24 Hour Fire Schedule Pay. Water and Wastewater Treatment Plant employees whose regularly assigned shift begins between the hours of 2:00 p. m and 11:00 p.m. shall be entitled to receive shift differential pay of $.50 per hour for each hour worked, in addition to all other forms of compensation. Section 16. All base salaries paid by the City of Carmel to its employees shall conform to the general guidelines established for the grade and step compensation system established January 1, 1999. Section 17. All full-time employees of the City of Carmel shall receive $150,00 per year for longevity in addition to all other forms of compensation. Terms and conditions of longevity pay shall cooform to the City's most current ordinance as adopted by the Cannel Common Council. Section 18. Part-time and temporary employees of the City of Cannel, as distinguished from those in the full-time employ of the City, shall be paid only by the department of hire and only from the part- time/temporary line item. 7 Section 19. Each City of Cannel employee who is required to report to work on a declared holiday, whether on a scheduled or unscheduled basis, shall receive ten dollars ($10.00) per hour premium pay for each hour actually worked on the holiday. Such premium pay shall be calculated to the nearest quarter hour. Section 20. Overtime compensation for all City employees shall be in addition to the amounts specified above and shall be paid in compliance with the City' s most current ordinance as adopted by the Cannel Common Council. Section 21. Hourly Rate of Pay. a) The hourly rate of pay of all City employees shall be calculated based upon the number of hours the employee is scheduled to work in a regular work period. b) The formula for calculating the hourly rate of pay shall be: (biweekly base pay + specialty pay + shift differential + 24 hour fire schedule pay + longevity pay)/hours the employee is scheduled to work in a regular work period. c) Scheduled hours are as follows: 1 ) For all civilians and for firefighters in administrative positions, the scheduled hours shall be 37.5 in a seven (7) day work period (75 hours biweeldy). 2) For Police Department investigators and officers in administrative positions, the scheduled hours shall be 160 in a 28 day work period (80 hours biweekly). 3)For Police Department Road Patrol Officers, the scheduled hours shall be 136 in a 24 day work period (79 hours biweekly). 4) For firefighters who work a 24 hour shift, the scheduled hours shall be an average of 224 hours in a 28 day work period (112 hours biweekly). d) The formula for calculating the overtime rate of pay shall be: 1) For Fire Department non-exempt shift employees, hourly rate of pay (as determined by formula in 5(b) above) x 0.5 for scheduled overtime from 212-224 hours, and hourly rate x 1.5 for scheduled overtime in excess of 224 hours and for all emergency call-outs, end-of- shift runs and work-related court appearances. 2) For all other non-exempt City employees, hourly rate of pay (as determined by formula in 5(b) above) x 1.5. Section 22. Compensation for Meetings a) Appointed members of the Plan Commission, Board of Zoning Appeals and Cable TV Advisory Committee shall be paid the sum of $75.00 per mgular scheduled meetmg Appointed members of the Plan Commission shall receive an additional $75.00 per standing sub- comrmttee meeting. b) Full-time employees ofthe Department ofCommunity Services shall be entitled, atthe mquest of the department director, to receive the sum of $75.00 per meeting, in addition to their regular compensation, for attending each regular or special meeting of the Plan Commission or Board of Zoning Appeals, or their respective comnuttees or task forces, if such meetings are held outside the regular working hours of 8:00 a.m. to 5:00 p.m. Such additional compensation shall be paid from the budgets of the Plan Commission and the Board of Zoning Appeals. c) Appointed members of the Board of Public Works and Safety shall be paid a salary of $3,167.25 per year.
