AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA
AMENDING CHAPTER 3, ARTICLE 1, DIVISION II, SECTION 3-17
/
OF THE CARMEL CITY CODE
WHEREAS, the Common Council of the City of Carmel has the authority to amend the Carmel
City Code; and
WHEREAS, the Common Council desires to amend Chapter 3, Article 1, Division II, Section 3-17
of the Carmel City Code;
NOW, THEREFORE, BE IT ORDA1NED BY THE COMMON COUNCIL OF THE CITY OF
CARMEL, INDIANA, THAT:
Chapter 3, Article 1, Division II, Section 3-17 of the Carmel City Code is hereby amended to add a
new paragraph (d) and to re-number existing paragraph (d) as paragraph (e).
1. New paragraph (d) shall read as follows:
"(d) The.President Pro Tempore may create a three (3) member sub-committee
entitled "The Finance Committee" for the purpose of reviewing or considering any financial
matters affecting the City. This Committee shall consist of the President Pro Tempore, a
Common Council Member appointed by the President Pro Tempore, and the Clerk-
Treasurer."
2. Re-numbered paragraph (e), which is current paragraph (d), shall read as follows:
"(e) All other committees of the Common Council shall be created by simple
majority vote by the Council."
This Ordinance shall be in full force and effect from and after the date of its passage and signing
by the Mayor and upon publication in accordance with applicable law.

Sec. 3-16 Council ~.*
(a) Unless otherwise determined by a simple majority vote of the Common Council, the
City Attorney of the City of Carreel, as appointed by the Mayor of the City of Carreel, shall serve
as attorney to the Common Council and shall:
(1) Provide legal assistance in preparation of Resolutions, Orders and Ordinances that
might be requested by members of the Common Council;
(2) Prepare such Resolutions, Orders and Ordinances at the request of members of
the Common Council;
(3) Represent the Common Council in any litigation to which the Common Council
members may be a party as a consequence of their collective or individual official response§lilies;
(4) Provide to individual Council members legal advice on any question regarding the
official work of said Council members. (Ord. No. D-362, § V A, B, 3-22-83; Carreel City Code,

Co) The City Attorney shall perform all those other respons~ilities set forth in the Indiana
Code as regards g/her relationship to the Common Council.

(a) The Common Council shall sit as a committee-of-the-whole in preparing the civil budget
of the City and the utilities budgets of the City.
CO) The President Pro Tempore shall preside at Budget Committee meetings. Final action
on said budgets shall occur at either a regular or special meeting of the Common Council.
(c) The President Pro Tempore may create sub-committe~ to the Budget Committee for
the purpose of preparation of budget requests to the full Budget Committee.
(d) All other committees of the Common Council shall be created by simple majority vote

The Common Council shall conduct its order of business as follows:
1. Invocation.
2. Pledge of Allegiance.
3. Recognition of City Employees or Outstanding Citizens.
