DEPARTMENT REPORT
MONDAY, OCTOBER 25, 2021
(V) Thompson Lot Cover Variance.
The applicant seeks the following development standards variance approval:
2. Docket No. PZ-2021-00165 V UDO Section 3.64.C.3 Maximum 45% lot cover allowed,
49% requested. The site is located at 669 1st Ave NE (CW Weidler’s Addition Lot 20). It is zoned
R3/Residence and Old Town Overlay, Character Subarea. Filed by Joe Stilwell of Stilwell Design &
Remodeling LLC, on behalf of Samuel and Frances Thompson, owners.
General Info & Analysis:
The Petitioner seeks approval for a building addition and patio addition. This will cause the lot cover to be 49%
when the maximum allowed in the Old Town Overlay District is 45%. This is a variance of 4%. Please see the
Petitioner’s info packet for more detail on the variance request.
The Petitioner is also working with the Carmel Engineering Dept. to gain all approvals associated with the
building permit application, as well as the requirement to contribute monies to the Stormwater Fund, if required.
The Petitioner addressed all planning/zoning review comments; the Planning Dept. supports the variance
request.

Recommendation:
The Dept. of Community Services (DOCS) recommends positive consideration of PZ-2021-00165 V, as well as
the adoption of the findings of fact submitted by the Petitioner.
