DEPARTMENT REPORT
MONDAY, OCTOBER 25, 2021
(V) Artistic Composite Pallets Height Variance.
The applicant seeks the following development standards variance approval:
5. Docket No. PZ-2021-00181 V UDO section 2.42 Max. 18-ft accessory structure allowed,
31-ft to 40-ft requested for silos. The site is located at 4518 W. 99th St. It is zoned I1/Industrial
(Mayflower Park Subdivision Block 3 Lot 4B). Filed by Rick Lawrence of Nelson & Frankenberger, LLC.
General Info & Analysis:
The Petitioner seeks approval for three silos that will be painted the same color as the primary building exterior.
The maximum allowed height for an accessory use/structure is 18-ft, and 31feet is proposed. This is a variance
of 13-22 feet, or 72-122%. The site is zoned Industrial. Please see the Petitioner’s info packet for more
detail on the variance request.
The silos will be placed on the north side of the building, near the loading dock area. They will be used in the
manufacturing process of composite pallets that are sold to end-users. They will have limited visibility from the
existing street.
In the near future, the Petitioner will also seek approvals for a parking lot addition, and that will be reviewed by
the Plan Commission. At that time, the requirement for compliance with the Transportation Plan will also be
discussed.
The Petitioner addressed all planning/zoning review comments; the Planning Dept. supports the variance
request.

Recommendation:
The Dept. of Community Services (DOCS) recommends positive consideration of Docket No. PZ-2021-00181
V, and with adoption of the findings of fact submitted by the Petitioner.
