HomeMy WebLinkAboutD-1379-98 1999 City Salary OrdinanceJuly 28, 1997 ORDINANCE D-1379-98 AN ORDINANCE FIXING SALARIES OF APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF CARMEL, INDIANA FOR THE YEAR 1999 BE IT ORDAINlED BY THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, THAT: Section 1. Definition/Explanation: a) BW shall mean Bi-Weekly (BW shall mean 37.5 hours (Full-Time Employee) unless otherwise noted) b) HR shall mean Hourly c) Exempt Employee shall mean those employees who are exempt from the overtime provisions of the Fair Labor Standards Act. d) Non-Exempt Employee shah mean those employees to whom overtime must be paid. TO THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA I, the undersigned, James Brainard, Mayor of the City of Carmel, Indiana, as required by Indiana Code 364-7-3 and Indiana Cede 36-8-3-3, do hereby fix the maximum salaries and pay schedule of appointed officers and employees of the City of Camel, Indiana beginning December 26, 1998 and continuing thereaRer until December 24, 1999 and request that such salary rates be approved by the Common Council as follows: DEPARTMENT & POSITION UP TO A MAXIMLrM BI-WEEKLY SALARY POLICE POLICE CHIEF ASSISTANT CHIEF MAJOR LIEUTENANT SERGEANT PATROL OFFICER FIRST CLASS PATROL OFFICER PROBATIONARY PATROL OFFICER PUBLIC EDUCATION CIVILIAN MECHANIC I MECHANIC H QUARTERMASTER/FLEET MANAGER ADMINISTRATIVE ASSISTANT I ADMINISTRATIVE ASSISTANT H ADMINISTRATIVE ASSISTANT III RECEPTIONIST RECORDS SUPERVISOR RECORDS CLERK PART-TIME/TEMPORARY 2209.42 2078.73 2027.92 1749.65 1634.31 1465.65 1410.00 1215.54 2027.92 1421.04 1197.50 1115.58 1195.23 1130.73 1094.31 1094.31 1155.42 1094.31 UP TO $12.50 PER HOUR Section 2. For the purpose of ensuring the consistency of retirees' pension payments, all First Class Patrol Officers shall receive an identical salary. When an Officer is promoted to First Class, his or her salary shall be increased to the level of other First Class Officers, which is the amount that will be certified to the State for pension purposes. July 28, 1997 Section 3. Designated Field Training Officers, as a function of their position and at the designation of the Chief of Police, shall be entitled to receive specialty pay for the responsibility of supervising and training new recruits in addition to their regular pay. Such specialty pay shall be: FIELD TRAINING OFFICER UP TO $2.20 PER HOUR ADDITIONAL Section 4. Police Officers who meet criteria specified by the Cannel Police Department Rules and Regulations may also qualify for the specialty pay specified below: INVESTIGATOR MASTER PATROL OFFICER UP TO $2000.00 PER YEAR UP TO $1550.00 PER YEAR Section 5. Each Police Department employee shall be entitled to receive only one ( 1 ) type of annual specialty pay (Master Patrol Officer or Investigator) at any given time. The Officer shall receive the higher specialty pay for which he or she is eligible. All specialty pay shall cease when an employee no longer performs the duties associated with the pay or no longer meets the qualifications for such pay, whether the change results from the decision/action of the City or of the employee. Section 6. Sworn officers whose regular assigned permanent tour of duty begins between the hours of 2:00 p.m. and 11:00 p.m. shall be entitled to receive shift differential pay. Officers shall receive an additional $.50 per hour for those hours worked. Section 7. Offcers of the Carmel Police Department shall receive a clothing allowance of $900.00 per year. The amount will be divided and paid semi-annually in the amount of $450.00 to be included in the second paycheck in February and $450.00 in the second paycheck in August. Section 8. Police Officers shall be exempted from Social Security as outlined in City Code Sec. 2-56(d)(6). An employee, as a function of his or her position and at the designation of the director, shall be entitled to receive additional compensation for the responsibility of training personnel and coordinating IDACS. Said designation shall not exceed one employee per responsibility performed. Said compensation shall be: TRAINING OFFICER IDACS COORDINATOR *Must be at least a 2'd Class Dispatcher or above. Firefighters who meet criteria specified by the Camel Fire Department Rules and Regulations may also qualify for the specialty pay specified below: PARAMEDIC HAZARDOUS MATERIALS MECHANIC UP TO $2000.00 PER YEAR UP TO $1000.00 PER YEAR UP TO $2000.00 PER YEAR Section 12. Each Fire Department employee shall be entitled to receive only one (1) type of specialty pay (Paramedic, Hazardous Materials or Mechanic) at any given time. The Firefighter shall receive the higher specialty pay for which he or she is eligible. All specialty pay shall cease when an employee no longer performs the duties associated with the pay or no longer meets the qualifications for such pay, whether the change results from the decision/action of the City or of the employee. Section 13. Overtime compensation shall be in addition to the amounts specified above, and shah be paid in compliance with the City' s most current nfics and regulations as adopted by the Carmcl Common Council. Section 15. Full-time Police Officers, Firefighters and civilians shall receive $150.00 per year above their regular salary for longevity. Terms and conditions of longevity pay shall conform to the City' s most current rules and regulations as adopted by the Carreel Common Council. Section 16. Part-time and temporary employees, as distinguished from those in the full-time employ of the City of Cannel, shall be paid only by the department of hire and only from the part-time/temporary line item. Section 17. Each City employee who is required to work on a declared holiday, whether on a scheduled or unscheduled basis, shall receive ten dollars ($10.00) per hour premium pay for each hour actually worked on the holiday. Such premium shall be calculated to the nearest quarter hour. Section 18. Hourly Rate of Pay a) Effective December 26, 1998, the hourly rate of all employees shah be calculated based upon the number of hours an employee is scheduled to work in a regular work period. b) The formula for calculating the hourly rate of pay shall be: Coi-weekly base pay + specialty pay + shift differential + 24 hour fire schedule pay + longevity pay)/scheduled hours. c) Scheduled hours are as follows: 1 ) For all civilians and for Firefighters in administrative positions, the scheduled hours shall be 37.5 in a seven (7) day work period (75 bi-weekly). 2) For Police Department Investigators and Officers in administrative positions, the scheduled hours shah be 160 in a 28 day work period (80 bi-weekly). 3) For Police Department Road Patrol, the scheduled hours shall be 136 in a 24 day work period (79 bi-weekly). 4) For Firefighters who work a 24 hour shift, the scheduled hours shall be an average of 224 hours in a 28 day work period. ( 112 bi-weekly). The formula for calculating the overtime rate of pay shall be: 1 ) For Fire Department non-exempt shift employees, 0.5 x hourly rate of pay (as determined by formula in 18b above) from 212-224 hours. (1.5 X hourly rate for over 224 hours) July 28, 1997 2) For all other non-exempt City employees, 1.5 x hourly rate of pay (as determined by formula in 18b above). Section 19. All base salaries shall be within the guidelines established by the grade and step plan developed in 1998 to be effective in 1999 and thereafter. Section 20. Compensation for Meeting a) Appointed members of the Plan Commission, Board of Zoning Appeals, and Cable TV Advisory Committee shall be paid the sum of $50.00 per regular scheduled meeting. Appointed members of the Plan Commission shall receive an additional $50.00 per standing sub-committee meeting. Full-time employees of the Department of Community Services shall be, at the request of the Department Director, entitled to receive the sum of $50.00 per meeting as additional compensation for attending each regular or special meeting of the Plan Commission or Board of Zoning Appeals, or their respective committees or task forces, ff such meetings are held outside the regular working hours of 8:00 a.m. and 5:00 p.m. Such additional compensation shah be paid from the budgets of the Plan Commission and Board of Zoning Appeals. c) Appointed members of the Board of Public Works and Safety shall be paid a salary of $3 167.25 per year. In addition to the salary, appointed members of the Board of Public Works and Safety shall be paid $50.00 per meeting attended.
