HomeMy WebLinkAboutD-1377-98 City Insurance Ordinance D- 1377-98 AN ORDNANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA AMENDING CHAPTER 2, ARTICLE 3, DIVISION II, SECTION 2-38 OF THE CARMEL CITY CODE WHEREAS, Chapter 2, Article 3, Division !I, Section 2-38 of the Carmel City Code ("Section 2-38") deals with health insurance offered to City employees; and WHEREAS, individuals who have been employed by the City for 20 or more years have performed a valued service for the City; and WHEREAS, the City desires to reward long-term employees for their service; and WHEREAS, paying a portion of a retiree's health insurance premium relieves the financial burden health insurance costs place on the retiree. NOW, THEEFOE, BE IT ORDAINED by the Common Council of the City of Carreel, Indiana, as follows: That Chapter 2, Article 3, Division II, Section 2-38 of the Carreel City Code is hereby amended to read as follows: (a) "Employee Insurance The City will contribute seventy-five percent (75%) of the premiums for single and family medical/dental insurance coverage. All full-time employees, including probationary employees, shall be eligible for such insurance coverage after 30 days of employment with the City. (b) Parks Department Full-time employees of the Cannel-Clay Parks Board shall be eligible for single or family medical/dental insurance after 30 days of employment, provided the following conditions are met: (1) The insurance provider, or third party administrator in the event the City is self-insured, shall agree in writing at the inception of all new insurance plans and on all insurance plan renewal dates that Carreel-Clay Park Board employees shall be included for coverage. (2) All eligible Park Board employees shall contribute a percentage of the insurance premium equal to the percentage currently in effect for City employees. (3) The Park Board shall reimburse the Clerk-Treasurer of the City for the employer and employee portions of the premium in a timely manner, pursuant to the payment provisions of the insurance plan. (c) Retiree Insurance The City shall contribute 50% of the monthly employee-spouse premium for retirees who have 20 years of active service with the City, plus an additional 1% for each additional six (6) months of service, up to a maximum of 75% of the employee-spouse premium (or 75% of the employee-only premium if the employee is unmarried or the spouse is not covered under the City plan), provided that the City's insurance premium contribution shall not exceed $350.00 per month or $4,200.00 per year. Coverage for other eligible dependents may be continued at the retiree's expense. The City will contribute 100% of the family premium for a City employee who is disabled or killed in the line of duty. The employee must meet PERF disability requirements in order to qualify for the disability benefit. (d) Details regarding medical insurance are set forth in the City of Carmel Employee Health Benefit Plan and in the City of Carreel Guidelines for Payment of Retiree Insurance Premiums, as amended from time to time. o This Ordinance shall be in full force and effect on and after the later of January. I, 1999 or the date of its passage, execution by the Mayor and publication as required by law. o All prior Ordinances or parts thereof inconsistent with any provisions of this Ordinance are hereby repealed as of the effective date of this ordinance.
