AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA,
ESTABLISHING CERTAIN STOP AND YIELD INTERSECTIONS
WHEREAS, the Common Council of the City of Carmel, Indiana, has the authority to establish
stop and yield intersections pursuant to Carmel City Code Chapter 8, Article 4, Section 8~30(a), which
stop and yield intersections are listed on "Schedule A", which has been codified as City Code Section 8-
120; and
WHEREAS, the Common Council now finds it necessary to amend "Schedule A" to add
additional stop and yield intersections.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Cannel,
Indiana, as follows:
Pursuant to City Code Section 8-30(a), "Schedule A", codi~ed as City Code Section 8-
120, shall be and the same is hereby amended to include the stop and yield intersections
listed on Exhibit A, attached hereto and incorporated herein by this reference.

All current provisions of City Code Sections 8-30(a) and 8-120 shall remain in full force
and effect and are not affected by this Ordinance.

All prior ordinances or parts thereof inconsistent with any provision of this Ordinance are
hereby repealed.
This Ordinance shall be in full force and effect from and after its passage, signing by the
Mayor and such publication as is required by law.
PASSED by the Common Council of the City of Carmel, Indiana, this

Ordinance for New Stop/Yield Sign Applications
I have been asked to provide some type of certification with regards to the current Ordinance your
office has prepared on the new subdivision "Stop" and "Yield" signs submitted by the Street
Department.
I have reviewed the Indiana Manual on Uniform Traffic Control Devices (MUTCD) and find that no
type of study or certification is required for "new" sign applications. All signs and their installation
should follow the guidelines of this manual. Stop signs are intended to be placed where traffic is
required to stop. The Yield sign allows for better movement of traffic, where a stop is not necessary or
normally required, except to avoid interference with other traffic that is given the right-of-way.
I have reviewed the methods by which David Klingensmith, Street Commissioner has determined the
placement location of Yield and Stop signs, and feel he has included consideration of sight lines and
clearance, curves, probable traffic volumes and other obstacles in his cdteda and selection. If in the
Mum, conditions exist which would warrant a Yield sign to be changed to a Stop sign, this office would
initiate the appropriate study or evaluation to make such a change.
Therefore, I would recommend that the Department of Law continue its course of action in pmpadng
and presenting this Ordinance (establishing these new additional stop and yield intersection signs) for
