AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA
AMENDING CHAPTER 3, ARTICLE 1, SECTION 3-18 AND SECTION 3-19(c)
OF THE CARMEL CITY CODE
WHEREAS, the Common Council of the City of Carmel, Indiana (the "Common Council"), has the
authority to amend the Carmel City Code; and
WHEREAS, one of the main purposes of each regularly scheduled Common Council meeting is to
provide a forum and opportunity for persons to address and interact with members of the Common Council; and
WHEREAS, the Common Council wishes to encourage participatory government through procedures that
facilitate public comment yet ensure that the Common Council's business is not unduly delayed; and
WHEREAS, in order to facilitate pub 'c comment and allow for t.l?e productive use of its time, the

2. Chapter 3, Article 1, Section 3-19(c) of the Cannel City Code is hereby amended to read as follows:
"(c) Any person who wishes to address the Common Council shall be given an opportunity to do
so during any regularly scheduled meeting of the Common Council. In order to be recognized by the
presiding officer, any person wishing to make an address must complete a Request to Address Council
Card ("Request") and submit same to the Clerk-Treasurer, or his/her deputy, prior to the beginx. ing of the
meeting at which the person wishes to speak. The Request shall include the person's name, a dress ty,
at that meeting of the Common Council. If more than one que~i"made, the presiding officer may call
the Requests in any order, but should attempt to giv. e pre~~ Requests in the following order:
1. A resident of the City of Carmel, Indian~x,~.
2. A resident of Clay Township, Indiana. ' ~
3. A representative of any organi or bu ~eks/entity located in Clay Township, Indiana.

Prior to the public comment portion of each regularly scheduled Commo C ,u '1 presiding
officer shall read the following statement:
Pursuant to Section 3-19(c) of the Carmel City Code, all persons wishing t6address
the Common Council are advised that your comments should be limited to five (5)
minutes in length, and that, if your comments will duplicate those already made at this
meeting, you should simply indicate your agreement with such earlier comments
rather than repeating them. In the event you continue to speak after your five (5)
minutes have expired, or your comments are duplicative of those already made at this
meeting, the presiding officer, in his/her discretion, may instruct you to immediately
conclude your comments and yield the floor.
This statement shall also be printed on all Request To Address Common Council Cards."
3. All prior Ordinances or parts thereof which are inconsistent with any provision of this Ordinance are
hereby repealed.

4. This Ordinance shall be in full force and effect from and after the date of its passage and signing by the
Mayor and publication in accordance with applicable law.
